Position: Engineering Change Manager Location: Pascagoula, MS Basic Function The Engineering Change Manager is responsible for overseeing Configuration Management (CM) for Programs. This role includes managing the Configuration Management Plan (CMP) and Configuration Control Board (CCB) processes to ensure alignment of the system's functional, performance, and physical attributes with its requirements, design, and operational information. The manager supports all stages of development, testing, production, delivery, and sustainment to deliver required capabilities to end users. This position adheres to industry standards, including DoDI 5000.88 'Engineering of Defense Systems,' and EIA 649B Configuration Management Standard. Qualifications Minimum Experience:
- 8+ years of engineering management experience, with recent focus on configuration and change management and training.
Education:
- Bachelor's degree, preferably in Business Management, Finance Management, or Engineering.
Skills & Abilities:
- Strong communication skills for engaging with Program Managers, Project Managers, Procurement Specialists, Engineering, and Production personnel to meet program requirements and contractual obligations.
- Proficiency in preparing presentations and conducting program reviews and status meetings.
- Knowledge of configuration and change management for major federal government shipbuilding programs, industry regulations, and company standards.
- Familiarity with shipbuilding procedures for documenting and managing configuration characteristics and changes.
- Proven ability to set goals, lead a team, and provide training as needed.
- Strong relationship-building skills with employees, customers, and subcontractors.
- Competence in configuration item identification, change order processes, CM phasing and milestones, and data management.
Essential Duties & Responsibilities
- Configuration Management Process:
Supports the five pillars of CM: planning, identification, change management, status accounting, and verification/auditing. - Documentation and Auditing:
Identifies, documents, and audits the cost, schedule, functional, physical, and performance attributes of the system to maintain traceability. - Change Tracking and Audit Trails:
Monitors dynamic change logs and maintains an audit trail for program design decisions, change orders, and modifications. - Configuration Control Board Participation:
Participates in the CCB and evaluates Engineering Change Proposals (ECPs) to ensure technical merit, cost-effectiveness, operational impact, schedule alignment, and life-cycle sustainment. - Reporting and Traceability:
Provides regular updates on change requests, variance requests, and problem reports to the Director of Project Engineering and ensures traceability from initial configuration to contractual requirements. - Information Management:
Manages the flow of configuration and change information across program, project engineering, and engineering teams. - Policy and Procedure Compliance:
Ensures adherence to all company policies, including employee safety, environmental policy, and quality standards. - Additional Responsibilities:
Performs other duties as assigned by management and works overtime as required. - Attendance and Punctuality:
Reports to work consistently and on time.
