Now hiring a Purchasing Agent for Procure to Pay!

Responsible for the procurement of supplies, services, and equipment to support PHS operations; supplier sourcing and business relationships; timely and accurate order-to-pay processes; open order follow-up and expediting; and identifying alternative product selections. This position supports the management of information in and the use of the ERP, analysis of information for savings initiatives and new product requests, and tracking and monitoring contract compliance and incentive/rebate programs.

Bachelor degree required, 6 years of additional experience can be substituted in lieu of degree plus; 3 years experience in healthcare or industry related supply chain experience.

  • 3 years experience in healthcare or industry related supply chain experience. (Related fields may include Business Manager, Legal, Purchasing, Contracting, Accounting, Business Management, Population Health, Project Management, Business Analytics)

Responsibilities

  • Review and approve department purchase requisitions for order placement
  • Obtain materials from suppliers at the lowest cost consistent with considerations of quality, reliability of source and urgency of need.
  • Prepare purchase orders for supplies, equipment, and services in a timely manner utilizing the MMIS, analyze quotations and expedite deliveries and shipments.
  • Keep departments informed on open orders, back-orders, and substitutions.
  • Respond to emergency requirements and coordinate with requesting department until situation is resolved.
  • Maximize the use of EDI to suppliers in the order-to-pay processes.
  • Ensure optimization of the existing GPO contracts and helps achieve compliance through effective implementation.
  • Participate in the sourcing and selection of product lines for VATs.
  • Act as a resource to department representatives in matters pertaining to purchasing and contract management procedures, product detail, contract and pricing information, and approved legal matters, etc.
  • Work with Receiving & Distribution staff to resolve receiving discrepancies and obtains and processes Return Good Authorizations (RGA) for returns to suppliers for credit.
  • Conducts research and cost analysis for capital equipment budgetary purposes
  • Keep abreast of market conditions, prices, new products, and alternative sources of supply.
  • Organize and maintain files, records, and reports relative to purchasing and contract activities such as price lists, catalogs, and supplier information.
  • Interview sales representatives as necessary, and coordinate with supplier representatives regarding conflicts or questions on prices, delivers, and specifications.
  • Secure solid supplier relations to ensure that an environment of ethical competition stimulates improved terms and conditions for Hospital negotiated agreements.
  • Review invoice discrepancies from suppliers for conformance with purchase orders as to price, quality, discounts, and similar information.
  • Coordinate with Accounts Payable on related discrepancies to ensure resolution and timely payment to suppliers.
  • Optimize the use of Lawson and available technologies to better perform tasks, and to improve services and outcomes
  • Acknowledge staff scheduling and assignments to ensure all work functions and requirements are completed effectively and at the highest standards
  • Ensure 100% compliance with all Federal and State healthcare regulations, TJC standards, and PHS Policies and Procedures
  • Support Supply Chain s emergency/disaster preparedness and response, and support PHS Hospital Incident Command System (HICS) efforts; ensure all staff members are prepared
  • Actively support Supply Chain Formulary enforcement; and provide guidance for addressing back-orders, stock-outs, substitutes, trials, conversions, and recalls
  • Proactively evaluate PHS supplies, services, and equipment usage trends and recommend operational process improvements
  • Support holding key supply chain suppliers accountable for service standards
  • Support education and communications plans for all user-departments and key stakeholders to ensure compliance with Supply Chain Policies and Procedures and to improve customer satisfaction
  • Stay abreast of industry best practices and trends and recommend operational improvements to Director, Supply Chain Logistics and VP, Supply Chain
  • Other tasks as assigned
