Title: Opioid Overdose Prevention Consultant

Location: Remote/Virtual - Must Live and Work in Michigan - Occasional Travel Required
Purpose: The position serves as a program consultant for the MDHHS Michigan Opioid Settlement Fund prevention program. This prevention program consultant will primarily focus on managing subcontracts and providing state and local contract support on increasing opioid data collection, data analysis, provider education and advancing opioid overdose prevention and response strategies. In addition, this position with serve as co-liaison between MDHHS Opioid Policy Team and Unintentional Injury Prevention Unit.
Duties and Responsibilities:
- Development and implementation of the MI Opioid Settlement strategies and activities with support of the Unintentional Injury Prevention Manager
- Serve as a program specialist with contracted organizations who are enhancing local opioid data surveillance and provider opioid education efforts.
- Serve as liaison between MDHHS Opioid Policy Staff and Unintentional Injury Prevention Unit
- Service as liaison between MDHH Opioid Task Force and Unintentional Injury Prevention Unit during workgroups and general meetings
- Participate in weekly/bi-weekly and/or monthly meetings with MDHHS Opioid Policy Staff and Opioid Task Force Meetings/Workgroups
- Provide subcontract monitoring including annual work plan review, work plan reports and guidance on work plan deliverables and working with contracted agencies to ensure project success.
- Conduct subcontract monitoring including but not limited to, site visits, desk audits, ongoing technical assistance (including feedback and accountability), expenditures and budget review and monitoring.
- Learn and use the EGrAMS system for contract monitoring (including reviewing contracts, work plans, expenditures, reporting and budgets).
- Communicate with contractors and partners regularly including monthly technical assistance calls, individual communication, trainings, etc. Distribute any additional learning opportunities related to opioid overdose prevention.
- Provide technical assistance/liaison as requested to communities that are working on opioid overdose prevention and other relevant injury prevention related efforts.
- Participate in the development and implementation of a statewide strategic plan related to prescription opioid and substance use/misuse and overdose prevention, as needed.
- Participate in the development and execution of the Michigan Opioid Settlement budget.
- Participate in technical assistance opportunities from MDHHS Department of Policy and Planning including conference calls, out of state meetings/conferences and any other related meetings/conferences.
- Participate in the monitoring and reporting of activities for MDHHS Department of Policy and Planning, including but not limited to annual performance reports, evaluation and performance measurement plan, and federal/state financial reporting forms.
- Work in collaboration with the program evaluator, program epidemiologist, and other relevant staff to facilitate the monitoring of performance measures, statewide and community data, as well as short term, mid-term, and long-term outcomes.
- Participate in all required meetings, trainings and webinars on opioid overdose prevention and relevant injury prevention efforts to continue education and increase skills.
- Actively collaborate and engage with communities served, representing the program, being open to hearing needs and perspectives and utilizing effective methods to increase communication, engagement, collaboration and inclusion.
- Participate in any Unit, MDHHS and Inter-departmental cross-cutting initiatives and opportunities.
- Always represent the best interests of MDHHS and MPHI.

Qualifications/Requirements:
Education: A master's degree in any major.
Experience: A minimum of one-year related experience, in substance use disorder, health education and outreach, and project management at the state or community level. Experience with partnership-building, public health program development and implementation, contract evaluation is preferred.

- Knowledge of the principles of program planning, consultation and evaluation.
- Familiarity with State government, State procedures for contracting and reporting.
- Computer literacy in Microsoft Office programs is expected.
Work Environment and Physical Requirements: May require occasional physical effort for transporting display or educational material. Requires a valid vehicle operator's license to attend off-site meetings, conferences and trainings. Involves significant computer related activity such as viewing a CRT or VDT screen at least 50% to 75% of the time. Requires ability to travel and a valid operator's license, some amount of travel may be necessary to perform the duties of this position. The office location for this position is at, Elliot Larsen Building: 320 S. Walnut, Lansing, MI 48933 however, this position can work hybrid (remote/office). Remote work is not guaranteed and is based on program needs. All work performed either remote or hybrid must be completed within Michigan. Work location and schedule will be confirmed at time of hire.
RESPONSIBILITY FOR THE WORK OF OTHERS: No assigned responsibility.
IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This position is a member of the MDHHS Division of Chronic Disease and Injury Control staff and is responsible for assisting with projects as indicated. To meet the growing need for staff, support and collaboration on community-based initiatives, this position provides the necessary staffing for recently added projects and responsibilities within the Division. In addition, it is expected this project will have implications for other inter-departmental areas.
