I. Major Responsibilities:

1. Assists the Department Administrator in organizational/personnel issues, including but not limited to, the development and execution of organizational/staffing plans for faculty and non faculty, recruitment activities, physician and/or CRNA compensation plans, administering merit increase programs, annual reviews etc. As required, directs the creation of the CRNA clinical staffing schedules for all sites in conjunction with the Clinical Vice Chair and administrative staff.
2. Performs analytical studies of existing or proposed services and activities to provide the economic basis for management decisions to improve operational/financial performance and to realize productivity improvements. Works to increase the clinical revenue of the department.
3. Identifies trends and appraises causes and effects and highlights opportunities to improve performance. Gathers, selects, utilizes information on appropriate healthcare industry operational performance benchmarks to establish the most appropriate standards and reporting methodology (performance metrics) to foster on going improvements in operating efficiency/process improvements.
4. Participates in developing and recommending the Department's annual school and clinical budgets. Manages activities to assure that financial goals are met. Monitors the disbursement of funds to determine the appropriateness of expenditures and to ensure compliance with the budget. Responds to system requests and requirements including School and Clinical Budget Offices, Accounting, Payroll, Accounts Payable, Grants Management and Information Services. Recommends sources of funding for expenses not included in the budget.
5. As required, monitors, reviews, edits and negotiates required changes in monthly school and clinical financial reports.
6. Oversees Department grants. Works with faculty on the development of grant submission, grant budgets, and monitors grant expenditures compared to planned expenses. Analyzes and reports on variances of actual to proposed expenditures. May serve as advisor to faculty for the preparation of requests for grants and adherence to governmental/funding agency regulations and procedures. Negotiates research contracts and clinical contracts with outside organizations.
7. As required, manages department data in all necessary fiscal and human resource databases, including the faculty and staff database, as well as Peoplesoft. Supervises all processes required for personnel action, including DEFAs and Pas.
8. As required, responsible for the Department's indirect cost time and effort reporting to the medical school. As applicable, directs the department segment of the credentialing process for physicians and CRNAs.
9. As applicable, works with outside vendors/locum agencies to effectively negotiate contract terms and/or recruit for temporary clinical staff. As applicable, negotiates research contracts and clinical contracts with outside organizations.
10. May oversees billing and collection activities as well as reimbursements.
11. Represents the department at administrative meetings within and outside of UMMHC/UMMS.
12. May assist the Department Administrator in facilitating advertising and promotional activities for promoting department services to the community and outside groups. Coordinates efforts with corporate Strategic Planning and Marketing management.
13. May assist in coordinating and implementing Physician Employment Agreements, including monitoring periodic updates.

Standard Management Level Responsibilities:

1. Directs and supervises assigned personnel including performance evaluations, scheduling, orientation, and training. Makes recommendations on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions. Resolves grievances and other personnel problems within position responsibilities.
2. Develops and recommends the budgets for the areas managed. Manages activities to assure financial goals are met.
3. Coordinates the assignment of tasks and helps resolve technical and operational problems. Evaluates the impact of solutions to ensure goals are achieved.
4. Provides effective direction, guidance, and leadership over the staff for effective teamwork and motivation, and fosters the effective integration of efforts with system-wide initiatives.
5. Encourages and supports diverse views and approaches, demonstrates Standards of Respect, and contributes to creating and maintaining an environment of professionalism, respect, tolerance, civility and acceptance toward all employees, patients and visitors.
6. Integrates diversity into departmental objectives, such as hiring, promotions, training, vendor selections, etc.
7. Participates in performance improvement initiatives and demonstrates the use of quality improvement in daily operations.
8. Ensures compliance with regulatory agencies such as Joint Commission, DPH, etc. Develops and maintains procedures necessary to meet regulatory requirements.
9. Ensures that department complies with hospital established policies, quality assurance programs, safety, and infection control policies and procedures.
10. Ensures adequate equipment and supplies for department.
11. Develops and maintains established departmental policies, procedures, and objectives.
12. Ensures compliance to all health and safety regulations and requirements.
13. Maintains, regular, reliable, and predictable attendance.
14. Performs similar or related duties as required or directed.

II. Position Qualifications:

License/Certification/Education:
Required:
1. Bachelor's degree in Business Administration or related healthcare degree.

Experience/Skill:
Required:
1. Demonstrated leadership experience/aptitude.
2. Accounting/bookkeeping/budget background or equivalent skills.
3. Demonstrated ability to deal with complex systems.
4. Demonstrated ability to meet deadlines.
5. Good interpersonal skills.
6. Good project management skills.
7. Knowledge and ability to effectively use Microsoft office products.

Preferred:
1. One year supervisory experience
2. Academic medicine background.
3. Grants and contract experience.
4. Familiarity with scheduling software.
5. Peoplesoft knowledge.

Unless certification, licensure or registration is required, an equivalent combination of education and experience which provides proficiency in the areas of responsibility listed in this description may be substituted for the above requirements.
