Plant Site: Chatham, VA Reports to: Plant Manager Job Summary: The Capital Expense and Mechanical Integrity Leader is responsible for developing, managing and executing the annual and longer-term plans for CapEx, including tracking spending and ensuring it reaches and stays within budgeted and planned levels. Responsible for leading medium projects, the oversight and coordination of small projects led by others and coordination with external resources for large projects. The CapEx and MI Leader is responsible for following and maintaining the MI plan, with support from Arkema SMEs. This includes responding to gaps identified in the MI inspections, communicating annual and longer-term plans. In addition, the individual will be the site contact for outside utilities (gas, power, water, etc.) for the facility, be the local SME for engineering and equipment standards, support site problem solving, event investigations and other management system processes (P&ID management, equipment files), coordinating with a diverse group of stakeholders to accomplish the site's goals. There are no direct reports but will lead project teams that will contain multifunctional. Travel is expected to be less than 10%. Essential Duties & Responsibilities: CapEx & Project Management (65%)
- Align capital management program with Coating Solutions project management systems. Coach site personnel on execution of capital projects via the AGATE and associated processes (AFE, MOCs, Arkenergy).
- Responsible for the development, management and execution of annual and longer term (5 year) CapEx spending and site plans, with feedback from site steering team.
- Ensure the site is meeting the determined CapEx spending plan and budget using prescribed gate processes and forms to manage projects from ideation, through development and approval.
- Develops and maintains in-plant systems to organize and track projects through life cycle: from conceptual lists to active, then closed projects.
- Use company systems such as network folders, SharePoint, or other digital means to organize plant project information, decisions, and assumptions
- Standardize CapEx project development, execution, closure and documentation (including projects on hold or cancelled).
- Work with plant personnel as well as Platform CapEx coordinator to develop and maintain the annual and longer term CapEx plans
- Tracks and updates project spending in designated project accounting systems
- Work with the Plant Controller to account for site hours spent on projects and monthly forecasting.
- Lead medium projects and proved support and coordination to other plant personnel who are leading other plant projects
- Execute certain projects based on a scope of work identified by other plant personnel
- Develop and define project scope while leading other projects, including the identification of spare parts, preventative maintenance, and other continuing requirements of the project.
- Select and manage contractors for project work. Works with purchasing, HES, and other Arkema facilities to ensure contractors meet expectations around safety and insurance requirements. Builds relationships between needed contractors and engineering firms.
- Provide early state project evaluation (Front-End Loading) including scope, layout, and cost estimates for management review.
- Conduct or coordinate site walkthroughs with contractors and prepares documentation for bid and project packages.
- Report on the site's progress towards its goals and the health of the CAPEX program/ process on site.
Mechanical Integrity (MI) (25%)
- Works with site and with guidance from Coating Solutions and Arkema subject matter experts to fully develop a sustainable MI program, designed for continuous improvement.
- Maintains and manages the site MI program to ensure all MI tasks are completed as required by Arkema and regulatory standards, ensuring all appropriate equipment (vessels, heat exchangers, piping, hoses...) are included.
- Works closely with contractors, the Maintenance Department, Operations and Supply Chain to schedule MI inspections with minimal impact to plant operations
- Properly file all reports according to the MI program. Follow up on any deficiencies as recommended by the inspection and/ or Arkema SME.
- Track MI compliance using the site's CMMS, with guidance from Arkema SMEs
- Report on the site's MI program compliance, including recent activity and future plans.
Utilities, Site Contracts and Other Support (10%)
- Understand plant processes, process technology and equipment and be available to support plant troubleshooting and problem solution development.
- Use knowledge of the plant processes to find areas for improvement, working with CI leader, Energy leader, and other engineers and departments to develop and scope projects to address these improvement areas.
- Maintain contacts with the local utilities, Arkema Purchasing (Raw Materials & Energy Purchaser) and vendors to provide reliable utilities for the site (i.e. 5%, nitrogen, natural gas, compressed air)
- AIMS champion - Element 6: Mechanical Integrity (familiar with Element 5: Modification Management, Element 7: Purchasing)
- Work with the site and purchasing to coordinate certain contracts (i.e. Forklifts)
- Manage process to maintain reliable P&ID drawings and other required process safety information for the site.
- Complete Planned General Inspections and work with team to complete deficiencies.
- Active participant in the site's safety, SMART and continuous improvement processes.
Min Years of Experience:
- Seven or more years of chemical plant operation experience; two to five years' project management experience preferred.
Education and area of focus: B.S. degree in Mechanical or Chemical Engineering and 3-5 years of engineering experience OR >10 years of chemical plant operation experience with leadership and project management experience. Certifications/Trainings:
- Project Management certifications preferred
- Mechanical Integrity inspection certifications preferred

- Supports the site HES policy and complies with all regulatory and internal requirements
- Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.)
- Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents
Physical Demands / Working Conditions:
- Position is based in manufacturing facility with all inherent risks. Will work with operators, managers and site champions to accomplish goals.
