To protect life and property of the students, faculty, and staff on the campus of Fayetteville State University and to support the University's core mission of academic excellence by providing comprehensive and professional public safety services, as well as convenient access to a peaceful and orderly campus community. |

Primary Purpose of Position:
This is an
essential position assigned to perform technical communications work in support of Public Safety Telecommunications for Fayetteville State University. Work involves receiving emergency and non-emergency calls, monitor alarms, monitor video surveillance systems, obtaining and relaying information, prioritizing calls for service, prioritizing alarm response and coordinating response procedures, dispatching appropriate public safety personnel, and maintaining public safety communications logs and databases. Employees are responsible for operating a host of complex telecommunications and computer equipment to include multi-line phones systems, multi-channel police consoles, two-way radios, emergency alert notification systems, video surveillance systems, scanners and Division of Criminal Information (
DCI) Terminals. Applies knowledge of Federal Communications Commission (
FCC) rules and regulations in unique situations. Applies considerable knowledge of departmental policies and procedures related to the answering, response, and dispatch of calls in a complex telecommunications environment. Requires the ability to be able to manage multiple tasks and to remain calm and composed in high- stress situations. Ability to enter information accurately and efficiently into computer data base and maintain
DCI certification and have the ability to locate information from
DCI terminal or other sources as requested for law enforcement support. Must maintain confidentiality and use discretion in the course of conducting business.
50% Receiving emergency and non-emergency calls, monitor alarms, monitor video surveillance systems, obtaining and relaying information, prioritizing calls for service, prioritizing alarm response and coordinating response procedures, dispatching appropriate public safety personnel, and maintaining public safety communications logs and databases.
30% Use all departmental telecommunications equipment including phone systems, radios, consoles, alarm panels, database/information systems and computer aided dispatch (
CAD) system. Use a variety of features in software programs, databases, and information systems. Keys information into
DCI and Police Pak. Locate information from
DCI terminal, Police Pak, video surveillance system or other sources as requested for law enforcement support.
10% Apply knowledge of
FCC rules and regulations in unique situations. Apply knowledge of departmental policies and procedures related to answering, response, and dispatch of calls in the university police environment.
5% Troubleshoot or perform routine maintenance on telecommunications equipment.
5% Training and testing and maintaining
DCI certification. |
Minimum Education and Experience Requirements: |
High School diploma or equivalency and demonstrated possession of the competencies necessary to perform the work. Requires certification as a Division of Criminal Information computer operator or the ability to achieve certification within 45 days of employment. Some positions may require Basic Telecommunicator Certification in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission or the ability to achieve certification within one year of employment. |
Knowledge skills and abilities: |
Technical Knowledge: Knowledge of steps in process to send out information via campus safety alert systems. Understands and follows Federal Communications Commission (
FCC) rules and regulations applicable to work. Applies considerable knowledge of departmental policies and procedures related to the answering, response, and dispatch of calls; ability to work independently while reporting to supervisor on a regular basis. Demonstrates proficiency in using telecommunications and information technology. Displays an organizational awareness and an understanding of the general operations and procedures of applicable state, and local public safety organizations to include: law enforcement agencies, fire and rescue, security, and other response units or agencies.
Communication Skills: Listens to callers and quickly ascertains nature of call. Ability to listen and extract relevant information from callers. Interprets and analyzes messages from callers Applies judgment in responding to callers. Speaks clearly and calmly during high pressure high call volume situations. Effectively uses language and tone to calm distressed callers and to provide aid and assistance via phone until help arrives. Ability to transmit radio messages quickly and concisely. Directs emergency personnel to scene and conveys relevant information to responders. Transmits radio messages to a wide variety of different responders using language and protocols appropriate for each.
Data/Information/Records Administration: Records, complies, and summarizes data using established formats. Monitors messages from and creates entries for
DCI terminal as needed. Maintains and ensures quality control of logs and data systems. Assigns case and/or arrest numbers, compiles and enters incident reports into the systems. May issue parking permits. Correctly uses input codes. Searches and retrieves information from departmental files and
DCI Terminal.
Office Telecommunications Technology: Uses the full functionality of all departmental telecommunications equipment, including phone systems, radios, consoles, alarm panels, database/information systems, video surveillance system, emergency alert notifications system, call boxes, and computer aided dispatch (
CAD) system. Selects, understands and fully applies a variety of features in software programs, databases, and information systems. Keys information accurately and efficiently. Maintains
DCI certification.
Decision Making: Analyzes messages and information in order to determine priorities; recognizes critical incidents; coordinates response; initiates action based upon acquired information and knowledge of operating procedures. Makes consistently sound and accurate decisions. Monitors video surveillance system identifying situations or behavior that necessitates a police response. |
Preferred Qualifications: |
Previous experience in telecommunications, radio dispatch, or related environment preferred. |
