Job Summary

The continuous operation and maintenance of buildings with a total of 3.9 million square feet and growing, including a 627-bed acute care hospital, outpatient clinics, an outpatient surgery center, several research facilities and off-site owned facilities. The operation and maintenance of a 26 MW Cogeneration Central Plant. #MGR234
The development and maintenance of critical utilities and an extensive distribution system for chilled water, heating water, electrical, and emergency power utilities to serve the campus. Energy conservation and monitoring programs designed to foster efficient use of resources. Grounds maintenance for a campus with 150 acres
Skilled crafts for building maintenance, capital and expense projects that includes electrical, HVAC, controls, plumbing, fire, carpentry, painting, tile and sign fabrication.
Special Events support and move crew. An extensive preventive maintenance program consisting of approximately 11,831 work orders maintaining over 8,900 pieces of equipment providing support to the clinical enterprise. Assures compliance with organizational policies and procedures. Coordinates PO&M response to audit processes and tasks to assure compliance.

The incumbent ensures all facilities comply with regulatory and accreditation requirements of California Department of Public Health, Office of Statewide Health Planning and Development, Department of Health Safety, Cal-OSHA, EPA, Sacramento Metropolitan Air Quality Board, FDA and The Joint Commission for Accreditation of Hospital Organizations.

Responsible for maintaining active communications with all departments to ensure effective and efficient operations of facilities services. Required to develop and implement management programs to ensure the departments continually meet the ever-changing demands of healthcare, teaching and research operations. The department also plays a significant role in disaster preparedness and response, the Safety Committee, development and review of plans and specifications that guide the renovation of existing facilities and the development of new facilities on the UC Davis Sacramento Campus.

Minimum Qualifications

  • Bachelor's degree and / or equivalent experience / training in architecture, engineering, urban design, city planning or landscape architecture.
  • Must have 5 year's experience in management of hospital operations
  • Must have experience with Medical Center Policies and Procedures; as policy owner required reviewing policy, attachments and changes as requested by the Policy and Procedure Coordinator.
  • Training, mentoring, leading and motivating a team.
  • Must have an understanding, facilitation and coordination of regulatory compliance relative to Joint Commission, Center for Medicare & Medicaid Services (CMS) and California Department of Public Health (CDPH) specific to facilities operations and maintenance. Conduct audits and inspections to assess readiness and identify areas for improvement or corrective action.
  • Required to lead, manage, and communicate in an inclusive manner, and ensures appropriate transparency in all actions and duties.
  • Utilizes analytical, research, and other techniques. Analyzes complex situations or problems and contributes to their resolution. Builds partnerships, seeks input from others, and creates ad hoc teams as required to address challenging problems.

Preferred Qualifications

  • Must have experience in partnering with Infection Prevention and Environmental Health & Safety for water leaks requiring ICRA (Infection Control Risk Assessment) and classifications levels of containment for repairs to protect hospital patients and staff.
  • Must have experience utilizing analytical, research, and other techniques.
  • Must have experience using judgment to exercise delegated authority to work with others in a proactive way to troubleshoot operational and programmatic problems.
  • Must have experience being an active key participant in the Hospital Incident Command System (HICS) for disaster and emergency preparedness processes and drills.
  • Must have experience resolving differences and challenges in a spirit of cooperation; create solutions which benefit all parties, especially customers.
  • Must have experience of recommending changes to policies and procedures to enhance the department's ability to provide optimum support and service to all elements of the UC Davis Health.
  • Must have experience as role model; demonstrates leadership and a strong customer-service orientation.
  • Must have experience creating regular communications to PO&M Senior Superintendents, Superintendents and staff regarding PO&M business.
  • Management experience with progressive responsibility in fiscal management, human resource management, policy development, strategic planning.
  • Experience working independently, setting priorities, organizing work, and meeting deadlines. Experience managing time schedules, meet deadlines, manage multiple requests and priorities, and to maintain productivity.
  • Experience managing several projects or tasks simultaneously and to exercise appropriate judgment when prioritizing projects for assignments.
  • Experience maintaining a high degree of discretion, integrity, and sensitivity to confidentiality and privacy.
  • Professional experience to inspire confidence and trust.
  • Experience independently conducting research, performing quantitative and qualitative analysis of diverse information and prepare analysis and reports in logical format. Experience analyzing data from multiple sources and present meaningful report formats.
  • Advanced experience with Word, Excel, PowerPoint, and other tools in the Microsoft Office to develop and generate management or summary reports using relevant data, analysis, and data visualization techniques.
  • Leadership skills to implement new systems and processes that improve the overall effectiveness of the unit.
  • Must have knowledge of the principles of quality control and improvement. Ability to recognize aberrant values.
  • Strong leadership quality and public presence; able to represent the PO&M department with customers and management levels internally and externally.
  • Must have the ability to analyze complex situations or problems and contributing to their resolution. Builds partnerships, seek input from others, and creates ad hoc teams as required to address challenging problems.
  • Must communicate UC Davis Health's mission and strategy; keep staff informed about the organization's status and plans for the future.
  • Must have ability to be an engaged visionary and leader of the Plant Operations & Maintenance management team; collaborating and mentoring PO&M managers, senior superintendents and superintendents to manage department-wide issues and challenges.
  • Must have the ability to actively engage in PO&M management meetings and assignments.
  • Very organized tactical manager; capable of defining and implementing effective management structures and systems
  • Excellent communicator; comfortable and effective in opening channels of communication, listening to customers' needs, and cultivating a healthy, productive, and ongoing dialogue.
  • Interpersonal and communication skills to work effectively and diplomatically with people from diverse ethnic, economics and cultural backgrounds.

Department Overview

Direct responsibility for managing the Plant Operations & Maintenance department ensuring that all facilities/utilities/infrastructure on the UC Davis Sacramento Campus function appropriately to support the mission and goals of UC Davis Health. Responsibilities include PO&M Administrator on Duty providing support to PO&M staff on shift and UC Davis Health for urgent issues after hours, weekends and holidays.
