Job Description

The Government Affairs Advisor will oversee state and local legislative and regulatory developments for the Children and Family Specialty Plan (CFSP), aid in formulating corporate positions and responses, manage external stakeholder engagement for the CFSP, and represent Blue Cross NC to achieve its corporate goals.
  • Act as the primary external point of contact for stakeholders engaged with the CFSP, engaging with North Carolina's executive, legislative, and administrative branches, as well as boards, commissions, advocacy groups and external organizations and providers.

  • Build and maintain relationships with elected and appointed officials, external constituencies, organizations, and stakeholders dedicated to supporting children in foster care and their families.

  • Lead advocacy campaigns to enhance the visibility and support of the CFSP

  • Monitor and analyze state executive, legislative, and regulatory activities. Develop and execute strategies to ensure alignment with Blue Cross NC's goals and positions related to the Child and Families Specialty plan.

  • Collaborate with internal stakeholders to develop Blue Cross NC's legislative agenda, corporate positions, and strategies. Create advocacy and communication plans, including talking points, position papers, testimony, and briefings.

  • Work in partnership with the Federal Government Affairs team on federal policy and advocacy initiatives.

  • Coordinate with the Public Affairs and Government Market teams to build coalitions and grassroots capabilities, including stakeholder mapping and collaboration with trade associations and advocacy organizations.

  • Provide support and advice to the health insurance markets, Government Markets, DOH, and community investment teams on corporate community investment initiatives.

Hiring Requirements

  • Bachelor's degree or advanced degree (where required)

  • 2+ years of experience in related field.

  • In lieu of degree, 5+ years of experience in related field.

  • Exceptional written and verbal communication abilities to effectively convey complex information to diverse audiences.

  • Strong analytical skills to interpret and assess the impact of legislative and regulatory changes.

  • Proven ability to establish and maintain relationships with key stakeholders, including government officials, advocacy groups, providers and community organizations.

  • Ability to develop and implement long-term strategies that align with organizational goals.

  • Experience in advocacy and lobbying efforts, with a track record of influencing policy decisions.

  • Strong organizational skills to manage multiple projects and initiatives simultaneously.

  • Confidence and proficiency in public speaking to represent the organization at meetings, hearings, and events.

  • Ability to negotiate and mediate effectively to achieve favorable outcomes.

  • Understanding of and sensitivity to the diverse backgrounds and needs of foster children and families.

Salary Range

At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets, licensure and certifications and other business and organizational needs.Our base salary is part of a robust Total Rewards package that includes an Annual Incentive Bonus*, 401(k) with employer match, Paid Time Off (PTO), and competitive health benefits and wellness programs.

*Based on annual corporate goal achievement and individual performance.
