SUMMARY

The responsibilities of this job position include managing the process engineering, controls engineering and reliability engineering groups to provide operational support to the production units. This position will also manage the site drafting resources and the PSI, Applicability, MOC, and PHA elements of PSM.

DUTIES AND RESPONSIBILITIES

May include, but are not limited to, the following:

  • Lead site wide Reliability improvement program. Develop short term and long-term plans to improve performance of rotating equipment assets. Manage RCA's for significant operational or equipment failures. Develop a long-term reliability/ asset improvement plan across the site and provide input to the 5-year Capex budget.
  • Provide technical support to plant during significant process upsets and quality or reliability excursions.
  • Manage site yield monitoring and related cost improvement projects. Create a culture of cost optimization for raw materials and utilities.
  • Manage site DCS assets and engineering studies to transition to Safety instrumented systems.
  • Develop and manage a 5-year DCS and PLC Capital plan. Manage Site OT servers.
  • Manage site PSI including piping specifications, P&ID's, equipment specifications and miscellaneous technical specifications
  • Manage site raw material specifications.
  • Provide leadership and direction to plant departments to assure Management of Change (MOC) program is compliant with regulations and that MOC-related actions are completed and documented in a timely manner.
  • Provide process engineering input and sign off on all Capex projects conceptual design to confirm the best solution.
  • Manage site drafting personnel which includes oversight of drawings management system.
  • Contact outside contractors/vendors seeking new materials, equipment, or technology to improve the reliability of plant equipment.
  • Consult with maintenance, capital projects and operations managers to set priorities for process engineering, controls, and reliability engineering.
  • Establish personnel standards, training, and developmental opportunities for all reporting employees. Communicate closely with departmental engineers for significant engineering activities and provide direction as needed. Continue to recognize and reinforce good performance of all departmental personnel.
  • Review performance appraisals for engineering department employees annually.
  • Perform special projects as assigned.
  • Perform duties in a manner that protects personal safety as well as the safety of all personnel on site. Whenever appropriate, promptly report Safety, Health or Environmental incidents or issues to management so the situation can be corrected.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • B.S. degree in Chemical or Mechanical Engineering
  • Ten years' experience in process engineering, rotating equipment engineering, and/or production management for a chemical or petrochemical plant.
  • Five or more years of direct supervisory experience preferred.

PHYSICAL DEMANDS

This job is performed mainly in control room or office setting; physical presence is required. While performing the duties of this job, the employee is frequently required to sit; stand; walk; have full use and range of motion of arms, hands and fingers to reach, grasp, hold, push or pull, twist, and work with tools; and talk or hear. The employee is occasionally required to perform tasks that may require bending, stooping, kneeling, crouching, lying down or working from elevated platforms. The employee must be able to move safely over uneven terrain or in confined spaces. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee must be able to see details of objects that are more/less than a few feet away; see differences between colors, shades and brightness and determine the distance between objects. This job requires response to audible emergency alarms inside of the plant. Employee must be able to evacuate when required.

WORK ENVIRONMENT

The employee must be able to work in a normal factory environment, including enclosed spaces and exposure to various hazards. The noise level in the work environment is usually moderate as normally based in an office. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, flame retardant clothing, etc. May also result in exposure to outside elements and may require usage of stairs and elevators. Travel including air travel or auto travel may occasionally be required.
