Title: Lead Data Unit Manager

$71,240 - $106,246.40 / Posted Thru: 12-8-24

Location: Hybrid- Two days per week in-person at Lansing, MI office required - Must live and work in Michigan

Purpose: This position will serve as the unit manager for the Lead Data Unit in the Lead Services Section of the Division of Environmental Community Services (DECS) in the Environmental Health Bureau (EHB) and will be responsible for managing and directing staff in the operation of MICLEAR Case Management and MICLPS data applications. This position will oversee unit functions, directly supervise staff, develop program objectives, and ensure staff are meeting set objectives. This position will also be responsible for contributing to section level evaluation efforts to ensure program changes are implemented effectively and are meeting set goals. This unit manager works in cooperation with other unit managers in the Residential Environmental Services Section, Care Coordination Section, Lead Certification and Compliance Assurance Section, Environmental Epidemiology and Analytics Section and throughout EHB.



Duties and Responsibilities:

  • Follow the EHB Governance Structure including but not limited to documenting processes, protocols, and procedures; maintaining and operating a Unit specific placemat with activities, processes, and outputs; ensuring all staff have up to date personal work plans listing assignments with due dates and deliverables; ensuring all Teams (project or program) have completed and submitted to EHBAdmin the Team formation template; and training all staff on EHB Governance Structure.
  • Independently identify unit needs and requirements related to MICLEAR Case Management data application and work with Lead Services Lead Systems Specialist to ensure unit needs are included in MICLEAR Case Management application requirements, enhancements, and areas of interconnectivity.
  • Ensure staff needs are communicated to the Care Coordination Section Lead Systems Specialist and incorporated into MICLPS application enhancement work.
  • Review systems and assess how improvements to data flow and workflow can be implemented
  • Author grant application for the CDC Cooperative agreement
  • Prepare annual performance report workplan and budget for CDC Cooperative Agreement
  • Provide supervision and direction of staff who coordinate multi-section activities and efforts that allow EHB staff to input, store, access, and analyze data as needed securely and efficiently through the lead data applications.
  • Participate as requested by EEAS in planning for data management and data presentation.
  • In coordination with EEAS, participate in data to action work group to ensure data is the driving force for development of program activities and ensure stakeholder needs are met.
  • Assist EEAS in technical support efforts relating to household lead data management and analytics for local public health departments, state and federal agencies, and communities in response to environmental public health needs.
  • Ensure relevant staff receive training for proper use of MICLPS and that all established processes and protocols are being followed.
  • Oversee training development efforts for local health departments nurses on MICLEAR Case Management database updates
  • Develop and provide oral presentations as needed.
  • Function as a first-line professional manager of professional positions in a standard work area.
  • Coordinate activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees.
  • Ensure every direct report has a personal work plan according to the EHB Governance Structure tracking all assignments with due dates and deliverables; meet with direct reports in 1:1 sessions to review personal work plan assignment due dates and deliverables not less than monthly.
  • Facilitate strategic planning for the Unit's projects and develop workplans to support strategies.
  • Monitor progress and adequacy of Unit work projects. Provide timely review of findings and work products of staff.
  • Ensure proper written documentation and evaluation of Unit activities. Complete necessary reporting documents, including tracking metrics and other program evaluation as required by the MDHHS Management (i.e., section, division, bureau, and/or public health administration).
  • Evaluate and verify employee performance. Conduct performance evaluations per defined schedule.
  • Hire new staff as necessary. Provide orientation and onboarding for new staff.
  • Identify staff training needs and assist staff in obtaining corresponding training.
  • Ensure that proper labor relations and conditions of employment are maintained.
  • Participate in budgeting activities for Unit project.
  • Provide budget planning to the Financial Services Office (FSO) and track and report expenditures through FSO.


  • Build and maintain cooperative professional relationships with other federal, state, and local health and regulatory agencies as it relates to MICLEAR, MICLPSS and the Nursing Case Management data application maintenance and operations.
  • Work through the Community Education and Outreach Section for all educational materials, reports, web postings, trainings, and other public communications so that they are appropriate for the populations served, are evidence based, and reflect population literacy, health equity, and environmental justice.
  • Communicate issues or staff needs to Section Managers and Division Director, as necessary.
  • Always represent the best interests of MDHHS and MPHI.
  • Perform other duties as assigned.



Qualifications/Requirements:

Education: Possession of a bachelor's degree in any major.

Experience: Four years of professional experience with increasing levels of responsibility. Prefer candidate with leadership experience.

  • Knowledge of the methods and techniques of public health informatics, including the managing, securing, and linking of public health data, preferred.
  • Knowledge of data cleaning and quality control preferred.



Work Environment and Physical Requirements: Physical effort typical of an office position. Requires valid vehicle operator's license and occasional travel within the state, including overnights. Less occasionally, travel may be required outside the state. There may be times when work outside of regular hours is necessary for the completion of a project. Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:



  • A secure work location that allows privacy and prevents distractions.
  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
  • Suitable lighting, furniture, and utilities.



RESPONSIBILITY FOR THE WORK OF OTHERS: This position will supervise multiple professional staff.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This position will serve as the unit manager for the Lead Data Unit in the Care Coordination Section of the Division of Environmental Community Services within the Environmental Health Bureau and will be responsible for managing and directing staff in the operation of MICLPSS and the MICLEAR Nursing Case Management data application. This position with coordinate with the Care Coordination Lead Systems Specialist and Environmental Epidemiology and Analytics Section on the application governance including technical aspects of data system development, upgrades, and linkage as well as best-practice approaches for data handling, privacy, security, and data sharing within these lead applications.

This individual will follow and ensure Unit staff will follow the EHB Governance Structure. This individual will interface with subordinate staff, other managers in the Section, Division and MDHHS to ensure that Unit priorities are executed. The individual may attend meetings with decision makers in other State departments to support collaboration and integration of programs that serve to fulfill the mission of the public health code.
