Overview Under the general direction of the Department Manager- Operations, coordinates and evaluates capital, operating andmaintenance and human resource budgets for Operations. Provides all electric and gas organizations with business andfinancial data for analysis and monitors all levels of operations performance with respect to financial results, productivityperformance and business process enhancement.Provides guidance, direction and oversight to all operating organizations, with particular reference to directing analysis andreporting variances that affect operational and financial performance. Participate and provide input in the regulatory processparticularly rate filings. Provide guidance on system changes particularly interfaces with other budgeting and workmanagement systems; assisting in evaluating and developing new technology that enhance operational efficiencies andinformation.Coordinate activities of Planners responsible for the preparation of work schedules used to forecast required resources.Implement and manage the work management process for Operations and interface with all levels of management both withinand outside the department. Provide the structure, formality and metrics required to implement such a process. Ensure fullcompliance with all Federal, State, local and Company policies. Support other company organizations in similar efforts.Provide data support to Operations as well as non-operating areas of the company.
Responsibilities
Core Responsibilities
- Provide development, guidance, and direction of the annual budget and five year forecast for all Operating organizations, providing sufficient detail for management evaluation; particularly operating and capital expenditures.
- Develop and maintain an effective financial forecasting monitoring system that should include monthly operating and capital analysis and variance reports for the Vice President, Department Manager and the electric and gas operating team.
- Facilitate alignment of monthly tracking, reporting, variance analysis and planning activities, develop proactive plans to enhance cost control in all operating organizations.
- Prepare and provide operating and capital budget information for electric and gas operations and cost of service exhibits for rate case filings and assist in the preparation of testimony. In addition, provide direction and supervision of department Staff in the preparation of regulatory rate proceeding including supporting schedules.
- Participate in special regulatory studies. Direct and assess analysis of actual and projected elements of cost and impact of the capital expenditures. Answer inquiries as required.
- Provide input and guidance on new operating systems and interfaces that may impact budgeting, forecasting and accounting calculations and/or reporting requirements.
- Facilitates the development and dissemination of business analytics to improve operational performance and enhance productivity of the operations.
- Analyze the productivity systems and Operation's performance to manage cost reduction strategies while ensuring reliability and safety of the energy delivery system.
- Provide oversight over administrative assignments that materially impact operational performance and expense.
- Implements and chairs relevant planning meetings to develop weekly schedules, review performance and monitor progress. Reviews work priorities and adjusts as necessary due to service date, Public Service Commission (PSC) date, severity, system impact, emergent work, and input from Operations Planners.
- Prepares weekly schedules and performance metrics. Performs root cause analysis on cost categories with significant or unanticipated variations and determines corrective action. Participates in corrective action analyses to continuously improve work and resource management processes.
- Provide financial support and assistance during labor negotiations.
- Plan and assign work for the Analysts who report directly to this individual to prepare analysis, maintain schedules and meet target dates as required.
- Manage all functions assigned: training, directing, disciplining, recommending changes in employee status, maintaining good employee relations in conformity with personal policy.
- Institute and supervise studies, investigations and the preparation of reports to management as required.
- Manage the Admin/Finance unit during storm or other emergencies.
- Review and provide input on policies and procedures as required.
- Participates in the Company's Emergency Management Processes and storm plans as required.

Qualifications
Required Education/Experience
- Bachelor's Degree Accounting or Finance preferred. and 8 years Relevant financial experience with extensive knowledge of regulatory accounting or finance, budgetary concepts and processes. or
- Master's Degree Accounting or Finance preferred. and 6 years Relevant financial experience with extensive knowledge of regulatory accounting or finance, budgetary concepts and processes.

Relevant Work Experience
- Must have good working knowledge of accounting systems and procedures, the uniform system of accounts, other regulatory requirements and their impact of financial results. Required and

- Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
