This position is located at (VSFB) Vandenberg Space Force Base, California. This position is not eligible for telecommuting. Essential Functions
- Lead the Western Range (WR) RGNext Range Operations Department responsible for the Planning and Control, Area Control Center (ACC), and Flight Analysis (FA) sections. Responsible scheduling, requirements review, planning and control, generation, and execution of WR operations
- Ensure the Department is staffed with qualified personnel needed to successfully plan and manage Western Range operations
- Ensure all personnel are properly trained to execute their responsibilities and receive initial and recurring guidance, instructions, and direction needed to ensure quality and timely service
- Provide coaching and mentoring to personnel unable to meet RGNext standards for ethics, technical quality, customer service, or timeliness
- Ensure work products are reviewed prior to release to ensure a quality product and consistency with RGNext operating instructions, policies, procedures, and organizational responsibilities
- Monitor workflow to ensure delivery of products on time in accordance with Launch and Test Range System Integrated Support Contract (LISC) requirements
- Ensure the actions, products, and recommendations of the Department are well coordinated with all affected or responsible RGNext organizations before release and represent the best possible RGNext product or service
- Vigorously pursue initiatives to improve the quality, efficiencies, and timeliness of Section products or services
- Innovate process improvements ensuring contract compliance and fulfillment while devising and implementing process improvement methods
- Quickly develop and integrate Launch and Test Range System (LTRS) Integrated Support Contract (LISC) enterprise concepts and recommendations to capitalize on Cross Range (Western and Eastern Range) best practices, efficiencies and standardization
- Prepare and provide progress, status reports, and briefings as required or requested, to inform management of anticipated performance problems or issues
- Develop and maintain procedures and work instructions in accordance with applicable LISC Performance Work Statement (PWS) and the Contract Deliverable (CDRL) requirements
- Monitor and manage duty hours to ensure personnel are not placing themselves or the Western Range mission at risk due to excessive work hours described in two Range Safety Manuals, (1) Eastern and Western Range (EWR) 127-1 Range Safety Requirements, Range User Handbook, and (2) Air Force Space Command Manual (AFSPCM) 91-710 V6 Range Safety User Requirements Manual Volume 6

- Ability to quickly prioritize conflicting tasks, projects, and operations within the scope of assigned timelines, budget, and personnel resources
- Ability to develop and maintain positive working relationships with the customers, superiors, peers, and subordinates
- Ability to organize and lead effective meetings and prepare clear oral and written direction, correspondence, and reports
- Adept at public speaking and customer interaction with audiences ranging from RGNext and Government senior leadership through subordinate workforce
- Able to project a professional image when working with internal and external customers
- Able to be a self-motivated team player capable of working with minimum direct supervision
- Team builder with orientation towards group dynamics to create synergy with assigned personnel while balancing stringent contract requirements, evolving task lists, and short turn time for mission requirements
Required Experience
- BA or BS in a technical, engineering, or management discipline
- Minimum of ten (10+) years of prior management or supervisory experience, which may include eight (8) years of work experience showing increased scope of responsibility
- Possess an understanding of United States Space Force (USSF), Space Systems Command (SSC), Space Launch Delta (SLD) 30, and RGNext policies, procedures, and organizational responsibilities for requirements review, operations planning, scheduling, and mission execution
- Understand the Universal Documentation System and how Range and Range Customer requirements are collected and translated into mission plans, documents, and schedules
- Ability to develop and maintain procedures and work instructions in accordance with applicable LISC Performance Work Statement (PWS) and the Contract Deliverable (CDRL) requirements
- Proficient in Microsoft Office suite (Word, Excel, Access, and Outlook); Familiarity with MS Project, preferred
- Western Range operations and maintenance experience preferred
- Experience working with collective bargaining agreement employees
- Experience leading and following Safety/Security Policies and Procedures preferred
Additional Eligibility Qualifications
- Limited overnight travel within the United States will be required
- Flexibility to work occasional non-duty hours or on weekends to support specific project or mission requirements
- Must be able to obtain and maintain a DoD Secret Security Clearance, which includes U.S. citizenship
- Valid U.S. Driver's License
- Valid U.S. Passport or ability to obtain one
- Primary position is onsite; Occasional teleworking may be permitted based upon operational requirements and management approval
