Description

The function of this position is to provide technical and accounting support to the Accounting and Finance functions of SIU Medicine Administration.


Examples of Duties

Fiscal Administration 100%
* Prepares invoice distribution forms for payment to vendors. Reviews completed vouchers and vendor invoices for completeness, accuracy and compliance with guidelines.
* Prepares, tracks and processes purchase orders for SIU Healthcare including sending a copy of the purchase order to the vendor once notified by School of Medicine Purchasing. Complete and process purchase order revisions as needed.
* Generates and prints reports from AIS on a monthly basis and on an ad hoc basis.
* Prepares the monthly SIU HC financial statements including related support schedules, identifying any unusual trends or variances prior to management review.
* Assists with the preparation of divisional analysis.
* Assures compliance with university and government policies, including but not limited to travel, purchasing cards, and other transactions.
* Coordinates the monthly internal billing process through the AIS accounting system as well as documentation coordination and verification of correct accounts and fund balances.
* Assists in the preparation of the SIU HC budgeting templates within Anaplan.
* Compile routine and ad hoc budget development and budget tracking displays while assisting in the development of Anaplan, preparation of financially oriented planning models and analyses including pro forma financial statements, business plans, and reporting actual results to projections.
* Responsible for maintaining and tracking budget purpose expense reconciliations for over 75 accounts including administrative and clinical departments. Verifies accuracy to the general ledger and reports any budget variances to upper management.
* Responsible for tracking and monitoring contract revenue payments to assure receipt of all payments due and conducts necessary follow-up.
* Responsible for maintaining agency reconciliation processes.
* Responsible for recording and analyzing the academic development cash balances by month, identifies trends and reports to management major fluctuations in cash balances.
* Compile and distribute financial analyses to various administrative levels on financial operating results.
* Responsible for operational funds transfers from SIU HC to the SIU School of Medicine for Dean's tax and academic development as well as departmental overhead expenses and academic/divisional accounts.
* Responsible for SIU HC remote check depositing into the operating account as well as facilitating communications to Office of the Comptroller for appropriate recording into the general ledger.
* Reference Lab Fee coordination on behalf of SIU HC with Memorial Medical Center including reconciliation of fees by physician by budget purpose number into a streamlined report that ultimately is routed to the Patient Business Office for accurate patient charge posting.
* Assists with the distribution of communications required by the SIU P&S Retirement Plan to its participants on an ad hoc basis.
* Reconciles discrepancies by checking all possible sources of disagreement, reconstructing probably actions, and recognizing the effect on other accounts; prepares correction documents as required.
* Corrects transaction documents as needed, which may require revision of other documents as well as the original; may initiate other actions.
* Assists with composing correspondence and reports that represent the Associate Provost of Finance and Administration, Directors and staff's positions, requiring knowledge of the activities of the administration department.
* Performs non-routine financial analyses and report results to various administrative levels.
* Maintains records of unit fiscal transactions involving a variety of accounts, which may include reviewing and coordinating purchase card transactions, creating purchase orders, and maintaining SIU HC purchasing card files.
* Assists with the oral chemo reconciliation.
* Prepares detailed reports for Directors on an as needed basis.
* Designs and prepares spreadsheets, new forms, and reports as necessary.
* Monitors the need for and distribution of asset/equipment tags.
* Oversees annual inventory for SIU HC Core office. Utilizes and processes necessary paperwork for the Office of the Comptroller as necessary.
* Performs other duties as assigned.


Qualifications

CREDENTIALS TO BE VERIFIED BY PLACEMENT OFFICER

  1. Any one or any combination of the following, totaling three (3) years (36 months), from the categories below:
    1. Work experience and/or training in Accounting or a closely related field
    2. College course work and/or training in Accounting or a closely related field including 12 semester hours in accounting
      • 30 semester hours equals one (1) year (12 months)
      • Associate's Degree (60 semester hours) equals eighteen months (18 months)
      • 90 semester hours equals two (2) years (24 months)
      • Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
  2. A total of two (2) years (24 months) of experience in professional level accounting work consistent with the next lower level of this series.

Note: An advanced degree in accountancy or registration as a Certified Public Accountant may be substituted for one year of professional experience.
