Job Description
Job Objective: The Technical Specialist is a multi-faceted role, fulfilling obligations both internally and externally, for all Department of Defense (DoD) service work conducted either directly or indirectly. Managing customer's solicitations (RFQ/RFP), evaluating each work scope and contract type solicited and translating that into a proposal (pricing, logistics, technical expertise) that meets both internal requirements and external DoD Customer requirements. In partnership with Finance, Contracting, Project Support, Operations, Quality Assurance, and technical departments, the Technical Specialist supports the service work up to contract award, and provides assistance and guidance with identifying and reporting contract changes. The workload is task-driven with critical milestones. This translates to (often) long hours to meet deadlines in support of communication with all customers in multiple time zones, and a flexible schedule despite time of day, week, or year to compile accurate and timely proposals. This role is critical in nature as it is the first step to winning service contracts which requires the following soft skills.

Responsibilities include, but not limited to:
- Estimating:
- The position manages the development of proposals; sourcing materials supply and cost, determines crew resources and further defines/augments the work scope for all Department of Defense (DoD) service work. Position culminates all relevant information into a single proposal that determines the company's stance on a solicitation to win service contracts.
- Responsible for sourcing materials cost and availability from Project Support or a new or known supply chain that meets the Customer's requirements and achieves the level of performance required while the Operations Team accomplishes the work scope.
- Serve as the company's primary first point of contact to the Customer.
- Communicates with known Customer's, in the industrial maritime industry, US Coast Guard and US Navy regarding work scope solicitations in support of submitting accurate service work proposals.
- Interface directly with internal personnel at all levels to report on incoming solicitations, resource availability and outgoing proposals to keep all departments informed on potential upcoming service work.
- Winning contracts while maintaining profitability, by implementing risk mitigation, supporting the company's revenue goals and FAR/DFAR compliance.
- Contracting
- Provide direct support to the Contracts Team regarding proposal specifics once a solicitation turns into an award.
- Accepting additional responsibility within the Contracts department in support of the departments Director achieving a more outward strategic perspective and set of goals to support the company's growth goals.
- Technical:
- Discern and understand the systems and processes included in the Customer's solicitation.
- Provide direct support to Operations as a consult for Condition Found Reports (CFR) that once approved are sent to the Customer to address any on-site condition changes between the company and Custom. This has a direct impact on technical work scope, contract growth and limiting the company's liability.
- "Drawing the box" contractually and technically around the work scope; improving accuracy, efficiency and turnaround time for quotes; providing timely support of all projects while in process, typically involving CFR review, approval and implementation.
- Support safety items to be executed in the field in accordance with industry and NAVSEA requirements, while in coordination with RelaDyne/RelaDyne Reliability Services policies
- Perform on-site Ship Check inspections, in support of project estimate, as necessary and Ships are available.
- Business Development:
- Serve as primary advisor and estimating authority for internal Contracts related concerns.
- Interface with Customer representatives at trade shows, ship repair organizations, and social events.
- Advise Business Development Team on estimating trends and industry requirements for new market and process interests.
Travel:
- As required, to successfully execute above-listed responsibilities (approximately 20%).
Job Qualifications:
- Education: High school diploma required; bachelor's degree preferred
- Excellent spoken and written skills.
- Computer literate (Microsoft Office suite)
- Strong interpersonal skills
- Strong leadership skills
- Experience: minimum of 5 years working in the field on service projects for the US Navy and US Coast Guard; proven mechanical aptitude.
- Knowledgeable in FAR/DFAR regulations at a moderate level, and on-track to becoming proficient.
- Ability to read and interpret the following:
- Technical documentation to understand the work.
- Hydraulic, piping, Isometric (ISO), Engineering Operational Sequencing System (EOSS) drawings to understand the system and boundaries.
- Compliance and contractual obligation issues within documentation, including SOW, PWS, TWD, Work Items, Standard Items, Purchase Orders, Process Control Procedures (PCP), and Technical Manuals; to "draw the contractual box".
- Proven ability to relate and communicate well to stakeholders at all levels, from field technicians through executive leadership.
- Valid driver's license required.

Attendance Requirements:
- Attendance on a regular, consistent basis is mandatory.
