Overview

Nakupuna Consulting is looking for full-time Senior Cultural Resources Specialist to support and advise the Agency's analysis of proposed undertakings to recommend reasonable and good faith identification efforts, project-specific Area of Potential Effect (APE) definition, National Register of Historic Places (NRHP) evaluations, and findings of effect. Duties will also include assessment of whether the proposed undertakings have potential to affect historic properties, assuming such properties are present, using directives from the Agency. This position will also review documentation provided to ensure it supports sufficient Section 106 compliance and consultations pursuant to 36 CFR 800 or other applicable program alternatives prepared pursuant to 36 CFR 800.14.

    Review project information to determine if Section 106 compliance has been documented
  • Review project documentation provided by program applicants
  • Coordinate with applicants (or their consultants), Customer staff, SHPOs, THPOs, etc., as necessary to conclude the Section 106 process


Qualifications

Skills/Qualifications: Ability to professionally interact with managers, coworkers, field operations staff, technical staff, and subcontractors. Capable of supporting development of or writing project descriptions, assembling environmental documentation, clearly describing documentation deficiencies, etc. Excellent communication skills (verbal and written). Self-motivated, able to function as part of a team, able to think critically. Additionally, must have experience working successfully with communication tools (Outlook and Teams) that will be utilized in the remote setting. Must be a U.S. citizen.

Education/Experience:

  • Master's degree, or doctorate in anthropology, archaeology, history, architectural history, historic preservation, or closely related field and at least 5 years of experience.
  • Meets Secretary of the Interior's (SOI) Professional Qualification Standards in archaeology (36 CFR 61).
  • Experience working collaboratively with Native American tribes, State Historic Preservation Officers (SHPOs), federal agencies, and project proponents.
  • Understanding of compliance with Section 106 - including compliance with 36 CFR 800, use of Program Alternatives such as Programmatic Agreements, and developing and negotiating Program Alternatives such as Programmatic Agreements and Memorandum of Agreements (MOAs) to resolve adverse effects.

Other Requirements:

For remote positions, a reliable high speed internet connection capable of video calls and a dedicated workspace are required. 40 hours per week including expected core working hours between 1000 to 1500 ET.

Location: This position is remote.

Security Clearance: This position requires access to government network. Must be able to qualify for and obtain a Tier 1 security clearance.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $71,300.00 to $90,250.00 (annualized USD). The good faith salary range displayed represents the position at time of posting and is just one component of Nakupuna Companies total compensation package for employees.
