POSITION SUMMARY:

As envisioned, the ER Program Manager would help strengthen the Team's capacity to respond to emergencies, both in the U.S. and abroad. This position would be available as a team lead that would allow for more frequent and standardized deployments. This position would ensure that Project HOPE can respond quickly and effectively to simultaneous crises by building internal capacity.

Additionally, during "blue sky" periods, the ER Program Manager would focus on building strategic partnerships with external organizations-like state-level emergency management agencies and NGOs. This position would complement the existing Domestic Programs activities, by growing relationships in emergency response with partners at the local and state level. In coordination with the Director of Domestic Programs, who would provide strategic guidance in outreach, the ER Program Manager will identify and create new relationships which not only will augment future emergency responses for Project HOPE, but also will create entry points for the Domestic Programs to develop longer-term capacity building grant programs.

PRINCIPAL RESPONSIBILITIES:

Program Support

  • Manage and provide overall technical guidance and make decisions on programmatic direction in close consultation with ER leadership.
  • Serve as primary contact on assigned projects, communicating frequently and addressing operational challenges. Contribute to relationships with donor and partners.
  • Ensure quality and technical soundness by reviewing information, reports, and data and assessing quality through regular exchange and communication with program teams. Collaborate with technical and monitoring and evaluation teams to monitor achievement of program objectives, indicators and data collection.
  • Define responsibilities and qualifications of program staff under his/her supervision.
  • Support the development, implementation, and management of subaward or subgrant agreements for responses under his/her leadership.
  • Work to ensure that Project HOPE policies and procedures are implemented and adhered to. Contribute to development of new standard operating procedures as appropriate.
  • Ensure budgets for programs align with performance objectives. Review monthly financials to ensure programs are spending in accordance with their budgets.
  • Support other Global Health activities, as directed by the Director of Emergency Preparedness and Response or other relevant counterparts within Global Health.

Reporting

  • Provide guidance to program staff to ensure successful implementation and reporting of the program to relevant donors and internal staff at Project HOPE.
  • Coordinate the production monthly reporting mechanisms and ensure the timely reporting of program deliverables.
  • Ensure the compilation, review, and submission of timely, compliant, and consistent reporting to relevant donors.
  • Work with program support staff to identify any significant deviation from the program implementation plan and estimated expenditures in conjunction with Global Finance Staff.

Representation and New Business Development

  • Contribute to the identification of new business opportunities for programs within assigned countries or regions. Manage or support in design and development of concept notes and proposals for identified opportunities, including those from the public and private sectors.
  • Develop partnerships with international, regional, country, and state institutions in order that Project HOPE may contribute more effectively and collaboratively with key stakeholders and to ensure greater impact and sustainability of programs.
  • Contribute (or leads, as appropriate) to development of evidence-based programs designed for impact. Is responsible for overall technical quality for assigned proposal including program design with appropriate outcomes, objectives, interventions and monitoring & evaluation indicators.
  • Attend, upon delegation, coordination meetings on behalf of the organization, gather and share information, develop and nurture contacts as appropriate.
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values, and standpoint regarding internal and external actors.

MINIMUM QUALIFICATIONS:

  • B.A. or Advanced degree in related advanced degree from an established university, or relevant field experience.
  • 5+ years of project management experience (management, planning, staff development and training skills) in emergency / development programs.
  • 2-3 years of experience in a senior-level management position in a field-based post.
  • Significant experience in development programs, mainly in the protection and health fields.
  • 2-3 years of experience in program development including initial assessment, start-up, staffing, implementation, and close-out.
  • Strong network of agencies and individuals active in emergency response capacities.
  • Minimum financial management including preparing and managing budgets, banking activities, contracts and negotiations.
  • Experience in developing and managing procurement and logistical procedures and policies.
  • Experience in hiring and managing local staff effectively.
  • Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods).
  • Strong writing, presentation and program development skills.
  • Outstanding organizational and communication skills;
  • Excellent ability to handle multiple tasks and many administrative details in a fast paced and constantly changing environment.
  • Computer proficiency should include Word, Excel, and other general experience with software programs.
  • Fluency in English required.

Salary range starting at $90,000 USD per year based on candidates residing in the US. Compensation for the role is dependent on several factors including a candidate's location, qualifications, skills, and experience.
