Permitting Technician
General Statement of Job
Provides customer service and technical support to the department.
Specific Duties and Responsibilities
Essential Functions:
Greets customers and performs customer service duties as required with courtesy and in a timely manner.
Answers the telephone; provides accurate information to callers and/or forwards calls to appropriate staff person. Greets office visitors and directs them to appropriate office.
Receives and responds to routine inquiries and requests for assistance pertaining to permits, licenses, and other department programs.
Processes and issues building, electrical, mechanical, and plumbing permits; occupational licenses; solicitor and panhandler permits; contractor registrations; business tax receipts and renewals, etc.
Prepares and mails annual occupational license renewal forms; processes renewals.
Accepts plans from the public for plan review.
Collects, records and receipts fees. Balances cash drawer; deposits daily funds.
Schedules building/occupational license inspections.
Researches and compiles data for staff use, reports, inspections, etc.
Types, prepares, copies, files, mails and/or transmits certificates of occupancy, public complaints, ordinances, fee schedules, applications, public notice advertisements, check/refund requests, monthly reports, correspondence, and various records, forms and reports.
Enters and retrieves computer data.
Ensures the proper maintenance of department records, maintains files with efficiency.
Performs general clerical/technical work as required, including but not limited to typing, reports and correspondence, copying and filing documents, faxing information, processing daily mail, etc.
Minimum Education and Training
Requires a vocational/technical diploma in data processing supplemented by one to two years of general clerical experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Notary Public certification, construction, or building division experience preferred. A Permit Technician Certification is preferred or must have the ability to obtain one from ICC. Must possess and maintain a valid state of Florida driver's license. Must possess or obtain the most current FEMA 100, 200, and 700 Incident Command System certifications within 6 months of appointment to the job.
Minimum Qualifications and Standards Required
Skill Requirements:
Is knowledgeable in the methods, policies and procedures of the Development Services Department pertaining to specific duties of the Permit Technician. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has the ability to comprehend, interpret and apply regulations, procedures and related information.
Has thorough knowledge of modern office practices and technology. Has thorough knowledge of proper English usage, vocabulary, spelling and basic mathematics. Has excellent bookkeeping, clerical, organizational and customer service skills. Has comprehensive knowledge of the computer and other technical terminology used within the department; has skill in the use of computers for data and word processing. Knows how to operate and maintain a variety of office equipment as necessary in the performance of daily activities.
Is skilled in applying a responsible attention to detail as necessary in preparing records, reports and correspondence. Is able to read and interpret a variety of materials pertaining to the responsibilities of the job. Is able to analyze clerical problems and prepare accurate, comprehensive, clear and concise reports and recommendations. Is able to establish effective record-keeping systems; is able to maintain records accurately and with confidentiality as required.
Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to use independent judgment in performing routine tasks.
Has the ability to plan, organize and prioritize daily assignments and work activities. Is able to provide assistance and clerical support to various departments, supervisors, co-workers and the general public as needed. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Knows how to perform duties in a courteous manner and communicate effectively with a variety of public and private groups as prescribed. Is able to work effectively despite interruptions; is able to balance multiple tasks and tight deadlines. Is capable of working under stressful conditions as required. Knows how to react calmly and quickly in emergency situations.
Physical Requirements:
Must be physically able to operate a variety of automated office machines and equipment including computer, typewriter, copier, fax, telephone, adding machine, etc.
Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time, crouching and reaching. Must be able to lift/carry weights of five to ten pounds.
Responsibilities:

Maintains high quality communication and interaction with internal and external entities with whom the position interacts.
