Budget Manger - Airport

Department: Airport

Full-time, Hybrid Eligible

Salary Range: $86,465.60 - $129,688.00/yr

Job Summary

The Airport Budget Manager monitors, analyzes, and evaluates operating and capital budget revenues and expenditures for the Airport system. Facilitates the development and evaluation of the Airport's $100 million annual operating budget and development of the annual capital budget which is on average another $15-$20 million per year. Facilitates the development of budgeted airline rates and charges based on the requirements of the Airport Use and Lease Agreement. Evaluates and develops team members reporting to the position. Evaluates the performance of financial and operational metrics and develops strategies for achieving financial objectives including financial corrective action when necessary.

Schedule: This position will work 40 hours per week. Overtime hours during peak periods will be required.

Job Responsibilities



  • Budget Development - Lead the preparation and development of the Airport's annual operating and capital budgets. Includes providing instruction to and guiding Airport business units through the budget development and submittal process. Manage the development and preparation of budget documents for presentation to Milwaukee County officials and airlines.
  • Airline Rates and Charges Development - Lead the preparation of annual budgeted airline rates and charges. The Airport airline rates and charges model should be used as a primary model and validation mechanism against rates and charges that are prepared by the Airport's financial consultant. Serve as the lead coordinating with the financial consultant for any mid-year adjustments to rates and charges.
  • Financial Forecasting - Lead the monitoring and monthly forecasting of operating budget expenditures and revenues with input from Airport business units to ensure overall operations are performing within the budget. Identify and advise Airport leadership when financial corrective action may be warranted including the need for mid-year reforecasting of airline rates and charges.
  • Financial Reconciliation and Encumbrance/Carryover Management - Oversee and perform financial reconciliations. Direct financial coding of operating expenses and revenues to ensure appropriate accounting. Oversee execution of operating encumbrances and liquidation at year end as well as the operating budget carryover process. Devise operating budget appropriation transfers as necessary.
  • Team Leadership - Oversee, evaluate, and guide professional development of staff reporting to the position. Foster a high performance, service-oriented environment that includes providing support across the Airport. This includes responsibility for oversight of the Sr. Budget and Management Analyst.
  • Reporting and Continuous Improvement - Identify opportunities for improving financial reporting, tracking, and comparative analysis. Provide input into the development of and monitor any budgetary and financial performance metrics and peer benchmarking.
  • Financial Feasibility Analysis - Oversee the development and/or validation of financial feasibility analyses and financial models. This would include validation and/or alternative recommendations on short and long-term expense and revenue impacts of programmatic and/or user fee changes and adjustments.
  • Policies, Procedures, and Training - Lead the development and implementation of Airport budget policies and procedures and maintain proper controls. Communicate and provide periodic training Airport wide or to individual Airport business units where needed.
  • Ability to lift, carry, push and pull up to 15 lbs.
  • Other duties as assigned.


Required Education and Experiences



  • Current residency within the State of Wisconsin upon application required
  • Bachelor's degree or higher in Business Administration, Accounting, Finance or closely related field required
  • Five (5) years or more of work experience in Budget Management, Financial Management or Financial Analysis required
  • Three (3) years or more of work experience in a Supervisory or Management role required
  • Advanced knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required
  • Excellent analytical skills, detailed oriented, and deadline driven work ethic required
  • Excellent verbal and written communication skills required



Preferred Education and Experiences



  • Previous government budgeting experience preferred
  • Master's degree preferred
  • Cover Letter outlining/summarizing relevant work experiences for the position preferred
