What You'll Do in This Position

Must be able to travel approximately six times per calendar year.

This position is an individual contributor to the Site Safeguards and Security Program which provides SRNS Policy, Plans, Procedures, Oversight, Technical support, and Performance Assurance of Protection Programs designed to protect DOE security interests including Special Nuclear Material, Vital Equipment, Classified Matter, Government Property, and Radiological, Toxicological and Industrial sabotage targets. Provide vulnerability assessment/physical security expertise for; Readiness Assessments, Facility Surveys, Operational Readiness Reviews, Facility Evaluation Boards, and DOE-Headquarters support as applicable. This position has the responsibility for aspects of vulnerability assessments and risk management at the Savannah River Site.

Exhibit competency at a high technical or programmatic level as demonstrated by both personal expertise and the effective direction and leadership of assigned work group. Generally acknowledged as the highest level subject matter expert in a staff position for the general function or area supported.
This position is responsible for leading VA activities at SRS, mentoring and training of VA personnel, assessing/monitoring personnel
schedules, review of work products to ensure VA milestones and commitments are met.
Provide guidance to less senior employees to achieve assignments using established guidelines, procedures and policies. Plans, prioritizes and
coordinates work for others in order to meet unit or work deadlines. Operate under deadlines and may be subject to heavy workloads.
Administer company policies that directly affect subordinate employees. Provide centralized control of a program or process that supports operations. Interpret and communicate programmatic, technical or process changes to operations personnel.
Assist the manager in the preparation, forecasting and reporting of organization performance, budgets, manpower requirements, workload
distribution and the development of resource requirements. May provide feedback and recommendations to management on work group
performance for the purpose of training, discipline, promotion and demotion.
Characterize, model and analyze facilities, pathways, materials, threats, insiders, and all facility measures impacting the protection of each
target, using a variety of techniques that include; tabletop and analytical methods/tools and multiple computer software tools. Analyze changes
to security systems, facility configuration and protective forces to ensure an acceptable level of system effectiveness is maintained. Analyze
upgrades and determine Critical Elements.
Provide S&S oversight, technical support and planning documents for most complex facilities to ensure that protective measures are
commensurate with security interests. Research information, review and verify accuracy of data, formulate plan and coordinate concurrence,
classify, distribute, review annually, and update as required the following facility S&S documents: Vulnerability Assessment Reports. Provide S&S technical reviews of; Facility Security Plans, Site Safeguards and Security Plans, Modified Security Plans, Deviations, and other planning documentation. Analyze existing and future security postures for potential cost savings.
Conduct adversary mission planning to determine and exploit real/perceived vulnerabilities. Develop timeline for scenarios, prepare
comprehensive adversary operation orders which include; both team and individual assignments detailing the assault plan, team insertion,
barrier defeat, engagement opportunities, extraction and contingency operations.
Development of and/or conduct physical security performance tests based using adversarial methodologies for defeat, and performance
assurance program testing to validate critical protection element functionality.
Provide subject matter expertise and oversight of all projects affecting physical security at SRS.
Provide complex SRNS procedures for the protection of DOE security interests including Special Nuclear Material (SNM), vital equipment,
classified matter and Government Property. Provide support, coordination and participation in large-scale force-on-force exercises, including scenario development, test parameters, and data extrapolation.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

Qualifications We Require

High School Diploma, GED, or other equivalent State Credential

Qualifications We Desire

College degree in a technical discipline and experience preferred.
VA or physical security management experience
Knowledge/experience of physical security systems
Knowledge of access controls and equipment, intrusion detection systems, search and inspection equipment, security lighting, primary and alternate power supplies, alarm assessment equipment, security containers, locks and locking systems, delay/denial systems, complex barriers, emerging technologies.
Knowledge/experience of material control and accountability programs.
Knowledge of weapons, assault equipment and tactics.
Understanding of the DOE Orders pertaining to Safeguards and Security, Company Level Procedures preferred.
Obtain and maintain certification as an Authorized Derivative Classifier/Reviewing Official
Knowledgeable understanding of DOE Orders 470.3C, 473.1A, 473.2A, and 470.4B or their successor.
