DESCRIPTION OF WORK

As a Field Auditor 2, you will review records to determine whether assigned agencies are protecting and using DHS resources per contractual agreements. This involves obtaining evidential material from all possible sources to provide a reasonable basis for determining contract compliance of the assigned areas under examination. You will evaluate the agency's system of record keeping to ensure compliance, propose and maintain findings that will be added to the agency's file, and present findings and recommendations to the manager.
This position performs lead auditor responsibilities, which include ensuring proper planning and site visits are completed, ensuring files are completed promptly and submitted for review, and ensuring a corrective action plan is received, if applicable. Fiscal review functions entail completing personnel reviews, reviewing operating expenditures, and completing fixed asset reviews, indirect cost allocation plan reviews, and claims validation.
Among these functions, some specific duties will include verifying the validity of the personnel roster, verifying the agency is in compliance with the approved Personnel Action Plan (PAP), reviewing expenditures for appropriate support, and determining whether an agency's asset safeguarding procedures are adequate for control of purchased property and equipment. Other duties of the field auditor include:
- Reviewing new provider applications to ensure all information has been received and preparing an internal memo noting Allegheny County's risk;
- Consulting and collaborating closely with the DHS Bureau of Financial Management, Budgets, and Reports on all matters dealing with contract compliance in the fiscal area;
- Providing guidance to agencies involving proper invoicing of expenditures and documenting allowable services;
- Reviewing reports and evaluating conformance with the following agency standards and requirements: Office of Management and Budget (OMB), General Accounting Office (GAO), PA Department of Labor, PA Department of Human Services (PA DHS);
- Examining reports to determine if the provider's audit report is complete and accurate.
Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- Scheduled hours can vary depending on the needs of the regional office.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year of experience as a Field Auditor I; or
- Three years of experience in progressively responsible auditing or accounting work, and graduation from high school supplemented by six credit hours of post high school courses in accounting. Additional training in accounting, business administration or related fields including six credit hours in accounting may be substituted on a year-for-year basis for up to two years of the required experience; or
- Two years of experience in accounting or auditing work, and one and one-half years of college level work including or supplemented by six credit hours in accounting; or
- One year of experience in accounting or auditing work, and a bachelor's degree from an accredited college or university; or
- Any equivalent combination of experience and training.
