What You'll Do in This Position

Provide hazardous material transportation (HMT) Technical Assistance for classification and the necessary shipping and packaging requirements to meet federal, state and local laws and DOE orders. Provide direction and expertise to lesser experienced HMT specialists and managers.

Implement the standards contained in the SRNS "Code of Business Ethics & Conduct and Defense Industry Initiatives". Insure that all employees reporting to this position are informed about the standards and related policies and enforce them within this supervised activity. Maintain an in depth knowledge of federal, state and local hazardous materials standards and regulations such as DOT, EPA, DOE, DOD, NRC and RCRA Programs. Assure that packaging and shipment of all hazardous and radioactive materials are performed in accordance with all federal, state, and local regulations. Evaluate hazardous materials packaging, transportation, handling, and associated activities for compliance and acceptability. This function includes review and approval of implementing procedures, classification of HM, selection of containers and transport modes, determination of facility specific packaging and shipping requirements, preparation and approval of shipping papers, verification of receiver eligibility, verification of container certifications, certification of regulatory compliance, and release for transportation. Provide leadership to less experienced specialists and to customers (facility personnel) needing HMT service. Develop and implement programs and procedures for packaging, transport and disposal of hazardous materials. Prepare and present reports to management on investigations and evaluations of hazardous materials incidents. Develop SRS Specific Hazardous Materials Transportation (HMT) training programs and evaluate other HMT training programs and vendors. Perform peer verification on hazardous materials offered for shipment.

Provide interpretation of Department of Transportation (DOT) Hazardous Material Regulations for classifying and characterizing standard/non-standard hazardous materials for shipment by highway and air transportation.

Ability to explain and advise Packaging and Transportation (P&T) personnel and external customers of requirements related to transportation safety, regulatory interpretations, and compliance to meet deadlines and often demands more expensive packaging and shipping requirements that may delay schedules if not correctly understood and planned.

Manage projects and tasks safely, compliantly, and independently with guidance in only the most complex situations.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

High School Diploma, GED, or other equivalent State Credential

Other Qualifications

Ability to obtain and maintain a Q Security Clearance.

Qualifications We Desire

Associate Degree or higher in the Technical, Chemistry, Engineering or Logistics fields.
Familiarity of Hazardous Material Regulations (e.g., 10, 40, 49 CFR) such as DOT, IATA, ICAO, EPA and RCRA.
Professional License / Certifications (e.g., trained and/or certified in hazardous material shipping such as Radioactive Material Transportation, Hazardous Waste Transportation, Mixed Waste Transportation, Advanced Hazardous Materials Transportation and Air Transportation.)
