MMSD is seeking qualified candidates for the position of Project Engineer in the Technical Services Division. Reporting to the Contract Compliance Supervisor, you perform engineering evaluations and prepare plans and specifications. You also prepare and bid projects out for construction and assist project managers and senior staff in project management and/or construction management duties for assigned contracts or projects in any of the two primary focus areas: water reclamation facilities and/or conveyance.

Essential Duties and Responsibilities:
  • Perform engineering analysis and prepare plans and specifications for plant, conveyance, water quality, and flood protection projects.
  • Perform engineering analysis and calculations related to various projects, including equipment capacities, conveyance capacities, operation and maintenance costs, energy costs, and other process variables.
  • Provide services in a field setting to assist in managing and administering construction contracts, ensuring that all provisions of the contract are in compliance with contract documents and regulations.  Alternatively, provide services in an office setting to assist in managing and administering design projects ensuring conformance with MMSD policies, procedures, standards, and design criteria.
  • Develop an understanding of MMSD assets, processes, and relationship of same to assigned project(s).  Troubleshoot contract-installed materials and equipment and interact with stakeholders to identify problems and plan for resolution. Alternatively, in the office, collect and analyze project background information in preparation for design phase activities. Develop design-phase project scope by reviewing and evaluating planning data and reports. Develop project costs and schedule for budgeting purposes.
  • Assist in preparation of all required construction management documentation including submittals, change orders, engineering estimates, claim analysis, correspondence, MMSD standard construction management forms, red-line drawings, etc. Alternatively, assist in the preparation of required similar design phase documentation.
  • Review contract plans and specifications prior to bidding for constructability issues.  In the office setting, review contract plans and specifications developed by consultants to ensure the project as designed meets the objectives of the project as scoped.
  • Collaborate with and support the project management team, ensuring compliance with all MMSD policies and contract and permit requirements.  
  • Prepare technical memos and documents, as well as Commission documents and presentations.
  • Serve as back-up to department staff for fixed, routine tasks.
  • Complete special projects as assigned.
Qualifications:
  • Bachelor's degree in civil/environmental/mechanical engineering or a related engineering discipline.
  • One year of job-related experience or equivalent combination of education and experience.
  • Strong written and verbal communication skills.
  • Ability to read, interpret, and work with blueprints, plans, and specifications.
  • Knowledge and ability to apply various construction codes and standards.
  • Ability to keep accurate and detailed records and notes and to contribute to detailed technical memos and records.
  • Ability to establish and maintain effective public and working relations.
  • Experience in wastewater conveyance or treatment systems engineering and design.
  • Experience in managing small construction projects.
  • Computer proficiency in Word, Excel, GIS software, and scheduling software.
  • Valid driver's license and a good driving record at time of application, during the selection process, and throughout employment.

Physical Requirements:
  • This work requires the occasional exertion of up to 50 lbs. of force.
  • Work regularly requires speaking or hearing; frequently requires using hands; occasionally requires standing, walking, sitting, climbing or balancing, kneeling or crawling, reaching with hands and arms, and pushing or pulling.  
Sensory Requirements:
  • Work has standard vision requirements.  Vocal communication is required for conveying detailed or important instructions to others accurately, loudly, or quickly.  Hearing is required to receive detailed information through oral communication and/or to make fine distinctions in sound.  
  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operating motor vehicles, and observing general surroundings and activities. 
Environmental Exposures:
  • Work frequently requires exposure to fumes or airborne particles; occasionally requires exposure to wet/humid conditions (non-weather), working near mechanical parts, working in high/precarious places, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to heat (non-weather), and exposure to the risk of electrical shock.  
  • Work is generally in a loud noise location.

Requires the use of safety glasses and shoes, hardhat, hearing protection, coveralls, hearing protection, rain suits, gas detector, and self-rescuer as dictated by the location and type of work being performed.
