Primary Purpose of Organizational Unit
The UNC Chapel Hill Department of Transportation and Parking is an essential part of UNC Chapel Hill and is responsible for coordinating all traffic, parking and transportation services for UNC Chapel Hill's campus. The department strives to provide a high level of service to students, employees and visitors who work, live, and visit the University and UNC Health Care System. Transportation & Parking (T&P), partners with stakeholders and customers to manage this key University infrastructure system effectively and efficiently balancing limited resources and the diverse needs of the campus community. The department manages 10 parking decks and 160 surface parking areas with approximately 23,000 parking spaces providing employee, student, patient/visitor, and event access to the UNC campus. The University and UNC HealthCare System rely on a multi-modal transportation system that is heavily dependent upon local and regional transportation to provide access to the campus and hospitals. UNC partners with local and regional transit agencies to provide fare free at boarding local transit and subsidized regional transit opportunities for employees and students. T&P services and partners include Chapel Hill Transit, Triangle Transit Authority, Piedmont Area Rapid Transit, and Chatham Transit Network in addition to the UNC P2P Express and P2P On-Demand services. T&P also offers a UNC Commuter Alternative Program( CAP) that incentivizes commuting opportunities including off-campus park & ride with frequent transit, carpool, vanpool, and car rental options. T&P plans, manages, and implements traffic, transit, and parking services on a daily basis and during major campus events such as large-scale athletic events, performing arts, Commencement, and VIP visits occurring at UNC.
Position Summary
A SIGN-ON BONUS OF $7,430 IS AVAILABLE FOR THE SUCCESSFUL APPLICANT OF THIS POSITION, PAID IN 2 INSTALLMENTS WITHIN 12 MONTHS OF HIRE:$3,715 WITHIN 30 DAYS OF HIRE DATE & $3,715 12 MONTHS AFTER HIRE DATE.

The Parking Services Manager provides leadership for the parking services unit by developing strategic policies to maximize parking space utilization, draft & maintain standard operation procedures & supervise 9 full-time employees. Analyzing data gathered from historical & real time parking occupancy reports, this position is responsible for determining daily, monthly, & annual permit sales balancing the needs of visitors, employees, students, events & the UNC Hospital. Transportation & Parking utilizes 13 separate software applications to manage 23,000 parking spaces. The parking services manager is responsible for maintaining multiple databases containing permit account information & parking permissions. The parking services manager is responsible for all aspects of the parking experience from the creation of the parking credential to updating gate access.

In addition to collaborating with 200 individual parking coordinators across campus, the parking services manager is responsible for the management of the patient/visitor parking operation serving the academic research, & health care mission. This position creates & implements policies & procedures that affect parking on campus, goals, & objectives, the Parking & Traffic Ordinance. This position manages, evaluates & documents changes to the operations of the department's parking services that include permit registration for department, employee, & student parking, ADA parking accommodations, patient/visitor parking facilities, appeals, customer service & receptionist duties for the department, event parking sales, event weekday coordination, & patient/visitor parking. This position represents the division during the reappeals process to ensure the Ordinance is implemented & regulated. This position is responsible for the administrative coordination of events on campus & oversees the approval process for special requests for parking including reserving parking, service permits, & all gated parking permits.

This position supervises nine full-time staff who provide daily operations for registration duties, customer service, event coordination for conference/reservation parking, patient/visitor pay operations, appeals, & daily cash deposits for the department. This position is responsible for managing the expenses for the section budget of $2.4M & the collection of $19M in revenues. The parking services manager coordinates the development of quotes, purchase orders, invoices, & interdepartmental billing requests. The parking services managers ensure that parking permit fees are properly coded in the respective software & apps to ensure accurate billing.

This position is responsible for evaluating & recommending parking software & applicable phone apps to increase efficiency & meet the needs of our customers. The parking service manager serves as a liaison with a variety of software & hardware vendors, representing T & P needs. The parking services manager reviews & provides content for the Parking Ordinances & website ensuring an accurate representation of parking policies & processes to ensure transparency & campus awareness.

This position encompasses the responsibilities of the department's receptionist duties, supply orders & inventory, hourly (patient/visitor) parking, registering & credentialing employees & students for on campus parking, promoting the Commuters Alternative Program ( CAP) at UNC, & hears appeals for parking citations & acts as UNC Hearing Officer, administration of special events, & coordination of disability parking & transit accommodations. This position is required to train & certify in Emergency Management to support transportation & parking, identified as an Emergency Support Function (ESF1).
Minimum Education and Experience Requirements
Mid-career with Master's and 1-2 years experience; or Bachelor's and 2-4 years experience.
Required Qualifications, Competencies, and Experience
Ability to interpret and communicate policies to all internal and external customers.
Ability to modify policies based on evolving parking strategies or business needs and trends.
Manage the implementation of new policies and educate staff on changes in policies and procedures.
Ability to evaluate historical data and project future trends as it relates to parking registration processes.
Ability to analyze reports and anticipate developing trends, collect data, and present to Transportation and Parking Leadership.
Basic understanding and knowledge of campus partners and how they relate to Transportation and Parking (i.e. UNC Hospital, Human Resources, Housing, Facilities, Athletics, Academic Units).
Ability to collaborate with University Partners such as UNC Hospital and Town of Chapel Hill & Carrboro.
Ability to work independently ensuring competing of tasks in a timely manner.
Ability to provide leadership to a team of employees, articulating performance guidelines and goals.
Ability to work within multiple software applications, determining the best application for task.
Customer Service Experience.
Experience with conflict resolution.
Preferred Qualifications, Competencies, and Experience
Prior experience in parking management software systems.
Prior experience with revenue collection and audit controls.
Supervisory Experience.

Campus Security Authority Responsibilities

This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.

A newly hired permanent full time or permanent part-time (more than 20 hours a week) employee are eligible for a sign-on bonus (this will be prorated for employees working more than 20 hours and less than 40 hours per week).
