Modern Technology Solutions, Inc. (MTSI) is seeking a Fighter Planning SME to support the USAF Warfare Center team at Nellis AFB.

Candidate will be responsible for work in a multitasking, quick-paced, dynamic environment supporting USAF Warfare Center Large Force Exercises, Operational Test and Tactics Development. Candidate will support planning and execution of Chairman, Joint Chief of Staff (CJCS), Combatant Command (COCOM), and Major Command (MAJCOM)-level exercises and events.

Responsibilities

Candidate will:
* Be responsible for providing coordination, execution, management, risk factor identification and mitigation for exercises/demonstrations/experiments on behalf of the USAFWC.
* Support planning and execution of Chairman, Joint Chief of Staff (CJCS) and Combatant Command (COCOM)-level exercises.
* Provide expertise in fighter aircraft systems (F-22, F-35, F-16, F-15), operations, academics and exercise/experiment coordination and facilitation.
* Assist in the development of exercise tasks to include concept development, scenario development, main exercise objectives, joint exercise control group operations, overall execution management, and after-action review.
* Advise and assist operational and strategic planners in the development of current and future contingency plans and assist in the development of contingency requirements based on current operations.
* Provide advice, recommendations, and briefings to staff principals, agency chiefs, and external organizations on OPLAN or exercise design activities.
* Assist, as required, in the conduct of theater level STRAT/TET/MAAP processes resulting in the development of on the shelf Air Tasking Orders and/or Air Battle Plans for contingency and deliberate planning efforts.
* Coordinate with HHQ and other commands to develop and manage long-range exercise schedules with ACC, USAFWC, and supported staffs.
* Facilitate coordination and exercise planning and control with appropriate USAFWC and all external and partner agencies to include Department of Energy, National Reconnaissance Office and the Nevada Test and Training Range (NTTR).
* Participate in range infrastructure working groups, design reviews, and technical interchange meetings, resulting in the definition of requirements and CONOPS.
* Participate in surveys/visits with exercise participants and infrastructure owners to identify infrastructure shortfalls and required workarounds.
* Provide results and lessons learned briefings to exercise participants at an instructional level.
* Assist in developing and publishing formal exercise after-action reports in coordination with the supported mission partner.
* Serve as subject matter expert for the respective exercises with military service component and joint partners for assigned exercises.
* Remain abreast of the latest in joint tactics, techniques, procedures and emerging technology, to include US strategies and tactics to address the current and future threat.
* Collaborate with and lead multidisciplinary teams of industry, government and military personnel consisting of engineers, analysts, scientists, and operational participants.

Candidate should be familiar with exercise policies, practices, and procedures, as well as have experience with exercise interpretation/analysis and translation into operational recommendations.

Candidate should have extensive current knowledge of NTTR threat, surrogate, and command and control capabilities. Candidate may also be tasked to advise and assist on additional USAFWC initiatives.


Qualifications

Required Skills/Experience:
* Minimum of 10 years of experience in tactics, operations, and analysis to include 5 years of experience in fighter aircraft such as the F-22, F-35, F-16 or F-15.
* Experience in exercise management and operational planning.
* Familiarity with exercise policies, practices, and procedures, as well as have experience with exercise interpretation/analysis and translation into operational recommendations.
* Familiarity with Nellis AFB operations, to include USAFWC organizations and NTTR infrastructure, and range/flight scheduling processes.
* Must be able to organize, conduct, and lead meetings, conferences, briefings and site surveys in support of Combatant Commander objectives. This requires a strong ability to work and lead in a team environment with demonstrated leadership and customer interface skills.
* Must possess expertise to conduct effective liaison with national-level agencies, DoD Services, Combatant Commands, and intelligence agencies.
* The successful candidate will have good analytic skills and be capable of operating in a multi-tasking environment.
* Must have strong verbal and written communications skills with ability to provide briefings to CAF warfighters and staff officers on on-going theater planning efforts, operations, and pertinent exercises at a Weapons Officer level.
* Must have a valid driver's license with an insurable driving record.

Desired Skills/Experience:
* 15+ years of experience in fighter aircraft such as the F-22, F-35, F-16 or F-15.
* 2+ years of experience in Adversary (Near Peer) Threat capabilities assessment, testing or analysis.
* 2 years of experience in component command staff or equivalent conducting operational and strategic planning and analysis.
* USAF Weapons Instructor Course graduate, Navy Top Gun graduate or Operational Test pilot highly desired.
* Deep understanding and technical knowledge of 5th Gen platform communications capabilities and deficiencies to include datalinks.
* Knowledge of technical and operational requirements of 5th Gen platform planning systems, data transfer systems, and EW reprogrammable systems.
* CAOC or operational contingency planning experience desired.
* Previous experience with special access programs is highly desired.
* Diversified experience across majority of desired skills/experience in lieu of individual mission area depth.

Education Requirements:

Bachelor's degree required. Master's degree desired. STEM degree highly desired.

Security Clearance:
Current Top Secret (TS) Security Clearance with SCI eligibility and the ability to obtain access to Special Access Required (SAR) Programs and Special Technical Operations (STO) required. Position contingent on gaining SAR/STO/SCI clearances.

Travel Requirements:
Routine travel is expected. Candidates should anticipate one week per quarter, but additional travel may be required based on mission requirements. Non-traditional work hours are required at least twice a year. Expectation is that work will be performed onsite. Occasional telework options may be available with approval from mission partner.

U.S. Citizenship is required.
