SUMMARY OF DUTIES:

Plan, direct and implement Amtrak's track welding and CWR practices. Provide technical support to division and production forces system wide to ensure compliance with Amtrak's CWR Plan and associated reporting. Perform in depth audits of all CWR Records (Report A's, B's, C's and D's) to ensure compliance with FRA Standards. Maintain up to date records and assist in FRA audits as they occur. Develop, modify and update Engineering Practices and Procedures related to electric-arc frog and rail welding, thermite rail welding, and electric flash butt welding (both factory and in track). Provide technical guidance to ensure compliance with AWS, ASNT and AREMA Standards. Work closely with the training department to assist in training of Amtrak's welders and weld inspectors as needed. QA/QC weld kits on a periodic basis as welds are dropped in the field. Maintain records of all tested welds to ensure dates comply with FRA Standards

ESSENTIAL FUNCTIONS:



  • Maintain accurate record keeping with Amtrak's CWR Plan
  • Management of welding procedures and practices.
  • Ensure compliance with FRA Track Safety Standards.
  • Provide technical support to division and production forces.
  • Perform site visits and safety audits in the field.



MINIMUM QUALIFICATIONS:



  • BS in Engineering or related experience or a combination of education and experience will be considered.
  • 7 years railroad work experience in the areas of track inspection, maintenance, and construction.
  • 213.7 qualified
  • CWR Qualified
  • Prior experience in track welding (Boutet-Thermite, Electric Arc, Flashbutt, etc)
  • Demonstrated working knowledge of Amtrak standards (MW1000, Engineering Practices, NORAC, AMT-1, AMT-2) and Federal Railroad Administration (FRA) Track Safety Standards and OSHA.
  • Excellent organizational skills with attention to detail and capable of working independently.
  • Demonstrated ability to interface with outside railroad or government regulatory agencies.
  • Good written and verbal communication skills
  • Prior railroad experience
  • Prior rail welding experience
  • Prior rail and switch maintenance experience
  • Experience working with track compliance and FRA



PREFERRED QUALIFICATIONS:



  • Experience with Track Safety Standards 49 CFR Part 213
  • Experience in track welding (Boutet, Thermite, Electric Arc, Flashbutt, etc)
  • Experience in ultrasonic testing
  • Experience in metallurgy
  • Experience in Amtrak's CWR Plan
  • M/W Track experience
  • Experience with Maximo or similar track inspection program
  • Experience in management of ultrasonic rail testing



WORK ENVIRONMENT:



  • Office and field work environment.
  • Travel up to 75%

Must have excellent oral and written communication skills.

The salary/hourly range is $108,000-$139,960. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
