THE POSITION:

THE OPPORTUNITY

Under general direction, plans, organizes, integrates and directs the work of the Information Technology department; oversees the security and reliability of the Agency's information technology infrastructure including telecommunications, plant and business network, Supervisory Control and Data Acquisition (SCADA) systems, enterprise and business applications, and help desk support; directs the effective delivery of networks, development, and disaster recovery systems and processes; provides expert professional assistance and guidance to management on technology needed to meet business and operating needs; directs process and work flow improvement analyses; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS:
A Manager of Information Technology is responsible for managing, directing and information technology staff and consultants engaged in the support, development, design, maintenance, and security of the Agency's wired and wireless networks, telecommunications systems, SCADA system, SAP enterprise system, and desktop and audio/video hardware and software applications to meet Agency business and operating requirements. The incumbent is expected to work with department managers and staff to recommend and provide secure, cost-effective, and high-priority solutions to their needs and requirements and develop short and long-term technology strategies, policies and standards. Work is broad in scope and requires seasoned judgment and a high degree of initiative and independence.

An employee in this class reports to the Executive Manager of Operations/Assistant General Manager and directs the work of professional, technical and administrative staff performing or contributing to network administration and SCADA systems development and support, business and application analysis and business system administration, and desktop and other technology support.


EXAMPLES OF ESSENTIAL FUNCTIONS:

Plans, organizes, controls, integrates and evaluates the work of the assigned professional and technical staff; with supervisors and staff, develops, implements and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against the annual department budget; supervises and participates in developing, implementing and evaluating plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.

Manages the performance of department staff; interviews and selects new staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation and provides other rewards to recognize performance; hears and makes recommendations on grievances; subject to management concurrence, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Agency human resources policies and labor contract agreements.

Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department's and the Agency's mission, objectives and values regarding teamwork, mutual trust and respect; applies process improvement and quality management principles to assigned areas of responsibility.

Participates in the formulation and implementation of departmental policy, planning and strategic development; leads and directs staff and outside consulting resources in the development and application of new methods and processes to achieve higher efficiency, quality and innovation in department work processes.

Provides the direction for Agency's data and cybersecurity protection, and oversee information technology governance and policies; develops Agency security strategy, security awareness programs, security architecture, and security incident response; provides strategic risk guidance for information technology projects, including evaluation and recommendation of technical controls; educates subordinate and Agency staff on appropriate security risk and mitigation strategies; ensure security programs are in compliance with relevant laws, regulations and policies; develops, maintains and publishes up-to-date security policies, standards and guidelines; oversees training and dissemination of security policies and practices.

Evaluates new cybersecurity threats and information technology trends and develops effective security controls; oversees development of security awareness programs; develops and oversees effective disaster recovery policies and standards to align with Agency business continuity goals; coordinates development of implementation plans and procedures to ensure business critical services are recovered in the event of disasters or other incidents, and provides direction, support and in-house consulting in these areas.

Define and report on information security metrics; maintains current knowledge of industry and regulatory trends and developments for the enterprise technology.

Through subordinate supervisors, manages the design, development, implementation, maintenance and system administration for the Agency's process automation computer/server platforms and communication networks including Distributed Control Systems (DCS), SCADA systems, microwave wireless communications systems, radio and telecommunication systems; oversees the development and maintenance of systems security to ensure system and data integrity; manages the development and implementation of automation controls applications, architecture and protocols to meet the Agency's operating requirements.

Directs and manages teams responsible for Agency-wide network administration including enterprise-level server hardware, operating system software, key enterprise applications such as email and messaging, data storage technologies, account and access management and associated systems, protocols and processes that support the Agency's technology environment.

Through subordinate supervisors, manages the design, development, implementation and maintenance of a wide variety of enterprise software and business applications software that support Agency financial, accounting, invoicing, customer/vendor information, purchasing, human resources, payroll, engineering, field work flow support, geographic information system (GIS) and other business, operating and decision-making requirements; works with department managers to prioritize applications enhancement and reporting requests; regularly monitors project status and systems performance metrics to ensure results consistent with customer expectations.

Directs and manages teams that utilize technology and Lean process improvement principles to analyze business processes and to streamline operations; manages the development of user requirements and the evaluation of vendor-packaged products to meet user requirements; reviews and approves general systems approaches to solve business and operating problems; confers with Agency managers regarding the feasibility of alternative conceptual approaches to meeting requirements; manages and oversees business process re-engineering initiatives to improve Agency-wide efficiency and effectiveness including changes in work flow, training, staffing and technological support.

Directs, plans and coordinates technology system upgrades and the installation, implementation and conversion to new plant automation and data communication hardware and software; collaborates with Engineering and manufacturers' representatives to define equipment needs; performs analyses and presents proposals for major purchases of hardware and software; recommends the selection of vendors; negotiates with vendors for the purchase of software and specialized hardware; administers contracts and ensures conformance with contract terms and conditions.

Manages staff responsible for providing responsive and high-quality technology support for audio, video, desktop software and hardware applications, telecommunications, systems and network services and problem resolution to all Agency staff; monitors and evaluates performance against service response and quality standards, based on analysis of user support data and results of service calls.

Plans and develops short- and long-term plans for hardware and software upgrades; works with Agency managers to prioritize network, communication, audio and video, and desktop equipment upgrades and expansions; manages overall progress on multiple information technology projects to ensure conformance with schedule and budget, user expectations and Agency standards.

Provides consulting and expert technical information, guidance and support to other departments as needed.

Monitors technology developments in areas of responsibility; analyzes proposed state and federal laws, regulations and court decisions for their impact on Agency practices and operations; recommends and implements policy and procedure changes consistent with legal and regulatory requirements.

Represents the Agency at professional group meetings and industry committees.



QUALIFICATION GUIDELINES:

EDUCATION, TRAINING AND EXPERIENCE:
Graduation from an accredited four-year college or university with a major in management information systems, information technology, computer science or a closely related field, and at least ten years of progressively responsible experience in computer science, systems and/or network administration, at least three of which were at a project management or supervisory level; or an equivalent combination of education, training and experience. Experience in establishing cybersecurity and risk metrics for reporting. Experience in a public agency is preferred.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

Microsoft Certified Solutions Associate or Cisco Certified Network Associate (CCNA) is strongly desired.

Certified Information Security Manager (CISM) or Certified Information Systems Security Professional (CISSP) Certification is strongly desired.

Certified in Information technology infrastructure library (ITIL) is strongly desired.
