A Brief Overview

The Vice Chair, Administration (VCA) is responsible for the operations, finances, planning, and academic activities of the Department of Pediatrics across all areas of the mission, in association with and under the direction of the Chair. As the chief administrative leader of the Department, the VCA partners with the Chair to advance strategic goals, develop effective systems, and support positive outcomes for patients, faculty/physicians, and staff. As a leader in the physician organization, the VCA also collaborates with other operational and clinical leaders across the enterprise in ongoing thought leadership, planning and implementation to develop and enhance an enterprise-wide approach to Pediatrics services, in partnership with and under the direction of the SVP, Physician Services and Practice Plans.

What you will do

ORGANIZATIONAL STRUCTURE/HUMAN RESOURCES

The VCA is responsible for defining the organizational structure for administrative operations of the Department. The VCA also advises the Chair on effective physician leadership structures and in the recruitment and retention of key faculty and clinical providers.

  • Hires, develops, and leads a diverse, successful administrative team that is credible, proactive, and trusted across the entire enterprise.
  • Works effectively with Division Chiefs and other physician leaders to develop trust and confidence in the management team, deliver desired outcomes, and advance faculty success.
  • Develops and implements management structures, with accompanying policies and procedures, to improve organizational effectiveness.
  • Develops the next generation of leaders through an emphasis on coaching, delegated decision-making, and a culture of respect.
  • Manages performance of non-physician staff to ensure effective operations. Develops systems and structures to support the Chair in evaluating and managing the performance of faculty/physicians; includes advising Chair on difficult human resource issues.
  • Monitors and addresses any issues identified in engagement or well-being assessment of Department members.
  • Promotes a positive culture and cascades CHOP's core values throughout the Department.

CLINICAL OPERATIONS

The VCA ensures that Departmental clinical operations support the six aims (safe, effective, patient-centered, timely, efficient, and equitable) of healthcare as defined by the Institute of Medicine 2001 report.

  • Promotes a culture of continuous quality improvement, safety, and patient experience throughout Departmental clinical operations/patient care (inpatient, outpatient, diagnostic, and procedural activities) across the enterprise.
  • Assures that clinical professionals are appropriately credentialed across the system.
  • Assures that all clinical programs are in compliance, and holds teams accountable with JC, CMS, Department of Health, Departmental and System-wide guidelines.
  • Implements and enhances systems that facilitate timely communication with referring physicians regarding patient care at CHOP in all locations.
  • Provides timely and effectual response to patients, their families, and staff regarding issues related to patient care.
  • Promotes and fosters an environment that is service-oriented for all constituents (patients, their families, referring physicians, peers, internal staff, and external parties.)
  • Informs and engages Department members of/in clinical initiatives, protocols, systems and standards.
  • Drives efficiency improvements in business processes.

FINANCES

The VCA acts as a responsible steward for Departmental financial resources associated with all aspects of the mission, providing both short and long-term financial planning and controls.

  • Oversees the creation and monitoring of the annual Department budget; ensures appropriate corrective action for unexpected variances.
  • Develops systems and structures to ensure appropriate financial controls.
  • Advises and guides Department leaders regarding appropriate, strategic resource allocation related to annual budget and ten-year financial plan.
  • Provides sound financial decision-making advice to the Chair, Division Chiefs, and other Department leaders.
  • Ensures appropriate interface with Hospital and Research Institute on inter-entity financial transactions and shared funding arrangements.
  • Drives initiatives aimed at increasing revenue, reducing waste, managing expenses, and improving efficiency.
  • Regularly monitors financial metrics and communicates key findings to Department members; develops appropriate remediation as needed.
  • Oversees Department treasury decisions, including long term investments, endowments, and pledges to the CHOP Foundation.
  • In partnership with other departments, promotes transparency around decisions that may be beneficial or impactful to all.

STRATEGY/PLANNING

The VCA facilitates the design and ongoing refinement of the Department's strategic plan, and drives its implementation, aiming to ensure alignment with the Enterprise strategic plan.

  • Continuously scans external environment in Department specialty, including governmental and regulatory developments, changes in payment models, competition, industry developments, and new business opportunities, to inform decision-making.
  • Regularly assesses internal environment (resources, competencies, capabilities) to develop opportunities for sustained competitive advantage.
  • Develops tactical plans for implementation and execution of Department strategic plan.
  • Participates in the planning and implementation of systems, procedures, and staffing for start-up and ongoing development of clinical programs.

ACADEMIC ACTIVITIES

The VCA acts as an advocate on behalf of faculty, and as a liaison for the Department with the Perelman School of Medicine (PSOM.)

  • Oversees the administrative activities associated with appointments and promotions of faculty in PSOM, coordinating with the Department faculty coordinator as appropriate. Partners with the Chair regarding track appointments, based on the general needs of the Department.
  • In collaboration with the Chair and Division Chiefs, develops annual faculty recruitment plans, and supports recruitment and onboarding activities.
  • Supports the Chair and Division Chiefs in activities to promote faculty development and career satisfaction.
  • Partners with the Chair regarding faculty compensation decisions, and ensures that compensation structure appropriately reflects both the academic (PSOM) and enterprise (CHOP) goals. Under the oversight of the Chair, develops and implements annual compensation strategy and external compensation review.
  • Monitors and communicates to faculty any relevant changes in PSOM human resources policies and procedures.

CORPORATE/RISK MANAGEMENT

  • Oversees all corporate regulatory activities, including annual audited financial statements, tax filings, Board meetings, etc.
  • Interfaces with institutional partners in Legal, Compliance, and Risk Management regarding best practices and resolution of areas of concern.

ENTERPRISE CITIZENSHIP

  • Leads and/or participates actively in enterprise initiatives and committees.
  • Develops effective cross-functional relationships with other enterprise leaders.
  • Advocates for physicians in the development of enterprise-wide plans and initiatives. Acts as a liaison to facilitate physician participation in enterprise decision-making.

Education Qualifications

  • Master's Degree Required

Experience Qualifications

  • At least ten (10) years experience in hospital and/or healthcare environment Required
  • At least five (5) years experience in a healthcare leadership role Required
  • At least fifteen (15) years healthcare environment
  • Preferred
  • At least ten (10) years leadership role Preferred
