SUMMARY OF THE ROLE
The HSSE Manager role ensures that the project executes work in accordance with all necessary HSSE processes to achieve project goals related to safety, environmental and regulatory permitting, health, security and emergency response. This position manages the efforts in HSSE execution, which primarily consists of validating and participating in the HSSE programs of the Lump Sum Turn Key (LSTK) EPC Contractor and their lower tier Subcontractors. The HSSE Manager will also be responsible for reviewing and validating the HSSE programs of other Contractors performing work within the RGLNG property site who are not associated with the LSTK EPC Contractor. This role will develop a close working relationship with the LSTK EPC Contractor, as well as other Contractors performing work at the RGLNG Project site, at all phases and will serve as a champion for project HSSE compliance. The HSSE Manager will also support the HSSE corporate function to ensure necessary processes are developed and implemented to support the construction phase as well as post-handover Commercial Operations.
This position is located in Brownsville, TX.

RESPONSIBILITIES
  • Work closely with the LSTK EPC Contractor's site HSSE Manager to ensure compliance with stated policies and procedures.
  • Provide supervision to other subordinate HSSE project professionals.
  • Interface with the regulatory and permitting team and provide guidance/support to the Site Environmental Lead with FERC permit, and other regulatory agencies, compliance issues.
  • Participate in all required regulatory and (or) external audits.
  • Provide HSSE coaching and advice through the implementation of specific policies, processes, and field observations.
  • Ensure specialized processes are executed with proficiency, i.e., SIMOPS, PTW, RCA, Critical Lift, JHAs, etc.
  • Participate in project Safety Committees and on-site safety campaigns.
  • Facilitate HSSE field audits with a focus on learning, ensuring that preventative actions address causes and not just behaviors.
  • Assist the EPC Contractor in the execution of the Emergency Response Plan elements.
  • Provide information and input for HSSE performance reports as required by the project.
  • Analyze incident trends (KPIs) and use risk-assessment methods to identify continuous improvement projects that reduce injury, illness, and environmental impact events.
  • Assist in the development of elements of the HSSE Management System in preparation of transition to Commercial Operations at the Facility.
  • Facilitate HSSE messaging campaigns to ensure new / highlighted topics are communicated adequately throughout the workforce.
MINIMUM REQUIREMENTS
  • Bachelor's degree in Engineering, Physical Sciences, Process Safety Engineering, Industrial Hygiene or a related field and/or prior demonstratable work experience.
  • 15 years of related experience.
  • Experience in a HSSE Leadership role on projects >$1B in value.
  • At least 5 years experience in a HSSE management / supervisory role.
  • Transportation Worker Identification Credential (TWIC) card in good standing status.
  • Computer literate with proficiency in the use of Microsoft Office.
  • Strong written and verbal skills.
  • Formal training in HSSE disciplines such as planning, management, and HSSE performance evaluation.
  • Previous experience developing and implementing a project HSSE program.
  • Experience with FERC, PHMSA and USCG regulated facilities and associated protocols.
  • Knowledge of applicable HSSE regulations, codes, standards and industry best practices.
  • Ability to incorporate and implement lessons learned.
  • Able to work and assimilate into a "One Team" culture that is constantly working together to solve complex problems under short, pressure-filled, time constraints.
  • Display effective communication skills crucial to motivating Project team members and presenting plans clearly and concisely.
  • Good organizational and time management skills.
  • Must have a "hands-on" method of working.
  • Excellent analytical and problem solving skills.
PREFERRED REQUIREMENTS
  • Previous LNG project experience preferred.
  • Professional certifications in relevant HSE disciplines, such as Certified Safety Professional (CSP), (CSP), ASP, OHST, CHST, CHSO Certified Industrial Hygienist (CIH), or NEBOSH.
  • Experience working in HSSE on Greenfield LNG construction projects.
  • Experience working in HSSE on Owner/Client Greenfield LNG construction projects.
  • Bilingual (Spanish).
Job Site Work Environment
* Must be able to wear all necessary PPE equipment to perform job functions.
* Operates in a complex construction environment.
* Exposure to indoor and outdoor weather conditions.
* Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.
* Exposure to moving mechanical parts and electrical circuits.
* Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
* Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.
Able to meet the following physical demands of the job, with or without reasonable accommodations:
* Ability to drive to other Company work locations as required.
* Ability to move throughout all areas of the facility, including being physically capable of traveling to a designed muster point during emergency situations.
* Stand and/or sit continuously and perform job functions for a full shift.
* The incumbent is required to have fully mechanical motion and usage of all extremities.
* Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance.
* Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
* Must be able to clearly communicate with others via radio, phone, and verbal methods.
* May be required to enter confined spaces.
* May be required to work at elevated heights and access elevated structures without assistance.
