The ideal candidate will have:

  • Bachelor's Degree in Computer Science, Information Technology, Business Administration, Electrical Engineering, System Analysis or related field from an accredited college or university
  • Minimum of seven (7) years of experience in technical architecture, IT operations, information analysis
  • Above experience to include three (3) years of experience supervising and developing a team of direct reports (required)
  • Experience delivering and managing strategic technology projects/programs (required)
  • Skilled leadership in managing Change Management processes
  • Effective oversight of a team of Project Managers
  • Exceptional communication skills, with the ability to clearly convey complex ideas to both technical and non-technical stakeholders

Salary Range: $140,000.00 - $175,000.00 annually - commensurate with experience

Job Purpose:

Manages the Enterprise Architecture team, responsible for establishing and maintaining the enterprise vision, strategy, and program to ensure technology and information assets are built to maximize business outcomes while minimizing risk and cost. Lead the Enterprise Architecture staff in identifying, developing, implementing, and supporting strategic technology planning and decision processes across the Commission to support strategic priorities, alignment and efficiency through technology program, and project change, while reducing risks.

Partners with business leaders to accomplish their future-state business plans through the technology strategies and initiatives the organization invest in by facilitating discussions with the business and technical architects across the Commission to drive technology transformation, optimization, planning and design activities; ensuring the technology strategy and business direction are aligned and optimized while risks are mitigated.

Primary Functions:

  • Manage the architecture review and governance process, and integrate business and IT functions and processes to accomplish company-wide objectives;
  • Oversee processes and procedures necessary to formalize the Enterprise Architecture practice;
  • Lead a team of enterprise architects and work with domain architects (business, information, solution, technical, security and other) in an indirect manager capacity to create standards, and processes to evolve technology at OUC;
  • Consult with architects, managers, and directors to create roadmaps, implementation plans, and diagnosing current issues to achieve goals;
  • Collaborate with project managers handling core IT infrastructure projects;
  • Oversee the Change Advisory Board and Release Management processes;
  • Support policy development to promote and reinforce enterprise architecture strategy and goals;
  • Manage, coach, train, and develop team including conducting performance evaluations;
  • Manage selection and promotion procedures including reviewing applicants and interviewing potential new employees to effectively recommend candidates for open positions within the business unit;
  • Identify critical skills, competencies and career paths for Enterprise Architecture team members and identify training opportunities;
  • Oversee projects/assignments; monitor plans, schedules and resources; review for quality and adherence; consult with a variety of stakeholders to ensure project requirements are understood and high-quality solutions are developed; lead and/or provide guidance on the resolutions of issues, as needed;
  • Provide project and technology communications across the Commission;
  • Balance the long-term (strategic) and short-term implications of individual decisions and organization goals;
  • Prepare Commission Agenda Item documentation; purchase order generation, budget preparation and monitoring, and project documentation;
  • Stay current on industry trends regarding Utility solutions, including new and emerging Integration technologies;
  • Perform other duties as assigned;

Technical Requirements:

  • Working knowledge of all, but not limited to the following:
    • Enterprise Architecture and Governance methodologies;
    • Infrastructure and operations
    • Enterprise Architecture and ITIL frameworks;
    • Enterprise Architecture standards like TOGAF and Zachman;
    • Solution design and architecture standards;
    • Technology best practices and theories;
    • Business ecosystems, software as a service (SaaS), infrastructure as a service (IaaS), platform as a service (PaaS), SOA, APIs, open data, microservices, event-driven IT and predictive analytics;
    • Technology Performance Metrics, Trend Analysis and Key Performance Indicators (KPI);
    • Budget Preparation, Monitoring and Management;
    • Vendor Management;
    • Technical Documentation;
  • Familiarity with all, but not limited to the following:
    • Software Applications;
    • Cloud Services and Solutions;
    • Information management practices;
    • System development life cycle management;
    • IT services management;
    • Agile and lean methodologies;
    • Business models, operating models, financial models, cost -benefit analysis, budgeting and risk management;
    • Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;
  • Exceptional interpersonal skills, including teamwork, education, facilitation and negotiation;
  • Ability to lead, coach, develop, and evaluate staff;
  • Ability to develop and deliver presentations to multi-level leadership and operational audiences;
  • Ability to prepare and manage budgets;
  • Excellent written, verbal, communication and presentation skills with the ability to articulate new ideas and concepts to technical and nontechnical audiences;
  • Ability to effectively communicate across departments and to executive management;
  • Work effectively and efficiently toward goals in a complex, diverse environment with multiple and changing demands;
  • Ability to use Microsoft Office Suite (Outlook, Excel, Word, etc.) and standard office equipment (computer, telephone, etc.).

Education/ Certification/ Years of Experience Requirements:
