About the Position

The Senior Real Property Specialist supports the Real Estate Manager and the Department's General County team by conducting land rights analyses, managing the leasing and licensing of land, and improvements from the private sector for County personnel and programs/projects. The role also involves coordinating real estate activities related to the acquisition, maintenance, leasing, and disposition of Maricopa County and Special District properties.

We Require

  • Four years of experience working in the right-of-way, planning, economic development, or real estate development, preferably within a governmental or quasi-government agency, or equivalent related experience performing land rights research/title examination, project development, property acquisition/disposition negotiations and project coordination for private, public/quasi-public agencies, public works or utility companies
  • Bachelor's degree in Real Estate, Planning, Business Administration, Public Administration, STEM, or a closely related field
  • An equivalent combination of post-secondary education and job-related experience may substitute for the minimum qualifications on a year-for-year basis

We Also Value

  • Six or more years of work experience at a public agency performing multi-location leasing/out-grant activities and acquisition/disposition of real property rights
  • Three or more years of work experience creating all manner of custom real estate agreements, leases, and conveyance documents using a basic template as a guide
  • Supervisory and/or lead experience
  • Experience conducting title research and analysis and adjudicating/clearing title exceptions in support of public agency acquisition/disposition programs
  • Experience with applicable real estate and property laws, rules, regulations, ordinances, codes, and other operational guidelines International Right-of-Way Association Designations
  • Experience with ArcMap or ArcPro
  • Experience with real estate database software
  • Proficiency in Microsoft Office, PowerPoint, Outlook, Word, and Adobe

Job Contributions

  • Acts as a Team Lead by providing direction, support, quality control reviews, and training to Property Management Specialist and assistants
  • Represents the Real Estate Department in meetings with client departments and acts as a liaison for real estate functions, both internal and external to the County
  • Creates legal documents for and negotiates property management acquisition and disposition transactions, including permits, licenses, leases, temporary entries, easements, and purchases/sales per applicable statutes and resolutions and monitors for compliance
  • Researches, reads, analyzes, and interprets a variety of public records, documents, title reports, legal descriptions, plans, and maps to identify vesting title, encumbrances, clouds on title, restrictions on title, legal description deficiencies and quality of title to real property and real property land rights
  • Provides recommendations for title-clearing efforts and prepares title-clearing documents as needed
  • Assists with complex land rights extinguishments, exchanges, and transfers, including drafting documents such as purchase and sale agreements, memorandums of understanding, and intergovernmental agreements
  • Reviews work product provided under professional services contracts for Title and Escrow Services, Appraisal Services, and other vendors as needed
  • Acquires new land rights and manages existing land rights from various federal, state, or municipal agencies according to those agencies' processes and regulations
  • Maintains reports and documents the acquisition/disposition of properties, including updating annual asset reports, internal databases, and electronic files
  • Responds to questions, complaints, and concerns from the general public and public agencies within the scope of authority

Working Conditions

  • Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time
  • The position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
