Overview The Senior Planning Analyst performs customers' load data analysis, coordinates and performs analytical studies, and maintain transmission owner responsibility for both energy reconciliation and installed capacity reporting to the New York Independent System Operator (NYISO), PJM, and market participants. Troubleshoots billing issues affecting the energy and installed capacity reconciliations reports that includes investigating and coordinating with multiple billing departments in CECONY and ORU customer's information systems. Interact with various internal stakeholders such as Rate Engineering, Financial Accounting, Customer Operations, Customer Energy Solutions and Energy Markets Policy Group. Lead small to large projects required to change processed due to new FERC and PSC market rules in energy accounting and consumption by performing extensive analyses using Transmission Owner Data Reconciliation System (TODRS) energy and capacity reconciliation database. Manage projects related to additional capital projects for TODRS and MetrixIDR. Present results to senior management. Prepare reports and testimony to support Company positions in various regulatory filings. Represent the Company at meetings with the NYISO, PJM, market participants, market participants forums, and other companies and government agencies on the matters related to energy and capacity reconciliation and/or forecasting of commodities. Cross train on matters related to the Gas Marketer Daily Delivery Service Program and Gas Interruptible Customer Program.
Responsibilities
Core Responsibilities
- Conduct or manage studies and analyses that pertain to Retail Services and consider their financial impact to the Company. Develop spreadsheets, reports, regulatory filings, and testimony. Review and submits daily, monthly, and/or yearly Retail Services reports rotationally assigned.
- Manage or perform data manipulations, data scrubbing, and load shaping for electric and gas commodities in the process of building models.
- Deliver presentations on energy and capacity reconciliation matters; and represent the Company at meetings with the NYISO, PJM, New York State Public Service Commission, New York City governmental agencies, and other stakeholders. You will use your retail access, and customer service background and analytical skills to describe to them complex results in a concise manner.
- Interface with all billing departments in ORU, CECONY, NYISO, and PJM on daily and long-term operational matters that can impact market participant billings and reports furnished by Retail Services. Interface with Energy Markets Policy, Regulatory Law, Strategic Planning, and other departments on Energy Service Companies, and load reconciliation issues.
- Assist and support with fine tuning proprietary methods of gas and electric load forecasting, model production, statistical calibration and maintenance as well as maintain and develop the different data processing tools (data processing scripts, databases, and forecast deliveries).
- Develop customized forecast models to support REV and interface with the AMI Team and electric regions to comply with PSC Orders and initiatives. Evaluate energy efficiency and demand response programs to determine their impact on Installed Capacity.
- Work in cooperation with our vendors and IT Support to ensure the delivery of our forecasts and services and perform User Acceptance Testing (UAT) utilizing Microsoft Azure Dev Ops for capital projects in Energy Management.
- Interact with Energy Service Companies by phone, email and in person either in our office or directly at their place of business.
- Have the opportunity to research and help develop methodologies around emerging energy trends and new markets, potentially leading to new product development. Oversee capital projects that involve analytics of AMI data as well as forecasting calculation engines that use weather and energy load data.
- Willing to assist with cross training on matters related to the Gas Marketer Daily Delivery Service Program and Gas Interruptible Customer Program.
Qualifications
Required Education/Experience
- Master's Degree in Engineering, Mathematics, Statistics, Economics, Computer Science, Data Science, Master of Business Administration (M.B.A.) or Finance and 2 years full time related work experience or
- Bachelor's Degree in Engineering, Mathematics, Statistics, Economics, Computer Science, Data Science or Finance and 3 years full time related work experience.
Preferred Education/Experience
- Bachelor's Degree in Electrical Engineering and 5 years full time work experience.
Relevant Work Experience
- Proficient in developing comprehensive and analytical spreadsheet models in MS Excel and documentation in MS Word. Preferred
- Knowledge of the NYISO and PJM Energy Markets with experience in an Energy related company. Preferred
- Experience in one or more of the following areas: energy forecasting, retail access, rate engineering, customer operations, or statistical analysis. Preferred
- Knowledge of one of the following: Basic understanding of statistical/econometric analysis software, Python, SAS, R, MS Access, VBA , SQL/Windows command line interfaces and databases such as MySQL or MS SQLServer, and an interest in gaining skills in scripting. Preferred
- Strong background in a quantitative discipline including modules in statistical theory and/or econometrics is preferred. Experience in pattern detection and analysis of large data sets. Preferred
- Strong decision-making ability under pressure and time constraints. Preferred

- Must be able to drive on streets and highways to the above places and occasionally stay overnight.
