The Contract Operations Manager provides support, assistance, and guidance to individuals with significant disabilities that will enable the individual to develop work skills and enhance their ability to communicate with customers in a workplace environment. Through the support and guidance given to individuals with significant disabilities, they will be able to advance their knowledge, skills, and interpersonal skills opening up a variety of opportunities including upward mobility within Didlake's organization. The Contract Operations Managers oversee all aspects of contract operations in assigned areas. The Operations Manager oversees planning, developing, and directing site contract operations and the supervision of assigned staff. The Operations Manager serves as a corporate contact for government contract representatives. The primary function of this position is to support the Project Managers. The Operations Manager serves as an escalation point for conflict resolution on sites.
- Ensures compliance and operational oversight for assigned project's contractual requirements.
- Responsible for ensuring the entire contractual scope of work is completed timely and accurately including the work of designated subcontractors.
- Provides expertise for all new and renewed contracts, estimate bids and proposals for assigned projects.
- Acts as liaison between Didlake, the corporate office, and assigned operating locations.
- On a weekly basis ensures all inventory and equipment are compliant.
- Ensure compliance with financial, personnel, and rehabilitation reporting requirements.
- Coordinates operations with rehabilitation services for assigned contracts.
- Directly responsible for supervision, and performance evaluations of direct reports.
- Coordinates with government personnel to develop the cleaning plan during the Inauguration transition every four (4) years. This includes ensuring that employees who must stay in the complex for extended periods of time have appropriate food and support.
- Meet with vendors/customers. Schedule vendors as needed for jobs/proposals for the government customer.
- Set up calendars for contractual work (KAIVAC/Floors/Booths/Wings).
- Requests purchase orders for special projects.
- Work with the project managers to organize and prepare tasks for each shift to ensure smooth operations.
- Review and approve managers' payroll.
- Attend and participate in meetings as required, including those held at the corporate office in Manassas.
- Prepare and submit monthly GSA 139 payroll reports for the government COR.
- Write and submit weekly reports to the Director of Contracting Operations.
- Oversee quality control of work being performed by all shifts on the complex.
- Monitor pest control services within the complex.
- When needed assist with the pressure washing of USSS Guard Booths (Spring/Fall) as required in the contract including driving a pick-up truck with a bumper pull trailer.
- Auditing budgeted hours for project personnel to ensure the contract is within budget.
- Support the development of annual operations budgets for relevant contract operations projects.
- Analyzes all monthly financial statements and project tracking for assigned sites to identify and report negative trends and determine corrective actions for all negative trends.
- Consult with the Director of Contract Operations and Human Resources on personnel matters as needed.
- Provide leadership to staff by fostering teamwork.
- Model dependability, hard work, strong ethics, and professional appearance.
- Ensure contract sites adhere to safety policies and procedures.
- Fosters an atmosphere that promotes Human Rights for all employees and ensures training, incident reporting, and awareness of the responsibilities of all personnel regarding Human Rights matters.
- Participate in recruitment efforts by conducting interviews and monitoring applicants' badging process.
- Assure appropriate workplace conduct as dictated by Didlake policy and procedures.
- Provide good stewardship of government funding and facilities.
- Develop and maintain positive relationships with the government customers, all contractors and vendors to instill confidence.
- Represent Didlake in meetings with external customers.
- Give feedback to nurture a positive environment and quality performance.
- Identify staff development opportunities and assign training.
- Utilize training opportunities to expand professional and technical knowledge.
- Provide support to the Project Managers and backfill the Project Manager position during prolonged absences or vacancies as needed.
- Ensures a safe operating environment for employees, coordinates with direct reports on the preparation and implementation of safety plans, OSHA regulations, and contract site-specific requirements.
- Ensure compliance with JWOD/Source America standards, Federal Acquisition Registers (FARs), statement of work, and state and local laws.
- Oversee and make recommendations on work processes to maximize workflow efficiency.
- Respond to inquiries or complaints from customers, government agencies, and regulatory agencies (AbilityOne/Source America).
- Completes and maintains all Didlake required training and upholds Didlake Policies and Procedures, personally and in all oversight areas.
