Qualifications

Education and Experience: Bachelor's degree and one year of full-time experience creating or implementing business plans, business management, purchasing, accounting, or marketing.

Substitution of Experience for Education: Qualifying full-time experience creating or implementing business plans, business management, purchasing, accounting, or marketing may substitute for the required education on a year-for-year basis. An Associates degree in a business-related field may also substitute for the required bachelor's degree.

Substitution of Education for Experience: One year of graduate course work in a business-related field may substitute for the required experience.

Necessary Special Qualifications: Applicants for this class must:

  1. Have reliable transportation.
  2. Complete a criminal history disclosure form in a manner approved by the appointing authority;
  3. Agree to release all records involving their criminal history to the appointing authority;
  4. Supply a fingerprint sample prescribed by the TBI for a fingerprint based criminal history records check;
  5. Submit to a review of their status on the Department of Health's vulnerable persons registry.

Overview

This classification performs business consulting duties of average difficulty. An employee in this class is responsible for supporting and improving the management of vending facilities by identifying potential new locations, maintaining property records, and monitoring and consulting with licensed blind facility managers in the business operations and management of vending facilities. This classification performs responsibilities at the working level under general supervision. This class differs from the Business Enterprise Specialist in that incumbents of the latter are responsible for promoting or establishing program vending services or training blind facility manager in business operations, management, and additional responsibilities.

Responsibilities

  1. Identifies underlying causes of sales or profit deficiencies of each facility through discussions with facility managers and examination of financial records to ensure standards of performance are being met. Identifies training needs based on analysis of business operations.
  2. Assesses the quality, professionalism, overall environment, customer service levels, and management skills of each facility operation to ensure the success of the manager and facility.
  3. Inspects facilities through on-site visits for cleanliness, properly functioning equipment, adequate inventory levels, and overall appearance of facility to ensure customer satisfaction, compliance with regulations, and profit growth.
  4. Investigates, negotiates, and resolves issues varying from handling complaints and settling disputes and conflicts to ensure goodwill and compliance with federal and state rules and regulations.
  5. Discusses facility program services with property management to ensure compliance with property management rules. Mediates complex issues between facility managers and property management to help resolve concerns and determine solutions.
  6. Identifies facility equipment options that comply with TBE guidelines for cost effectiveness and profitability. Coordinates vending equipment acquisition, installation, and maintenance. Examines program invoices from outside vendors to determine accuracy of charges and submits for payment.
  7. Organizes, plans, arranges, and assists with merchandise inventory processes to ensure the efficiency of facility manager transitions.
  8. Reviews merchandise inventory, financial records, licenses, insurance and other applicable information pertaining to the business of the facility to ensure profitability of facility managers.
  9. Surveys and documents potential facility locations to determine viability, sales projections, and profit potential for program growth.
  10. Creates and develops working relationships with business organizations, property management, and governmental agencies to generate new business partnerships.
  11. Provides business consultation and assists in the development of facility business plans with each facility manager to ensure continued and increased profitability. .
  12. Creates, updates, and maintains facility records and personnel files to ensure compliance with rules and regulations.
