The Gas Service department, primarily an emergency response department, is responsible for the reliability; security; and integrity of the gas distribution system, and the safety of its employees and the public. Specifically, the Gas Service department is responsible for: safely and promptly responding to odor, leak and emergency notifications; conducting leak and carbon monoxide investigations; conducting leak surveillance and safety checks; compliance with departmental and regulatory programs (e.g., Valve, Regulator and BOPA inspections; Periodic Meter Changes); andinstalling new business meters as well as piping work including meter move outs and capacity upgrades. The Operating Supervisor, Gas Service, is a multi-faceted position with responsibilities that include:balancing fieldwork and administrative activities; ensuring proper work methods are applied and safety precautions are followed;leading and motivating a workforce and ensuring high quality workmanship and productivity;supporting achievement of departmental objectives and company performance goals;effectively collaborating, communicating, and interacting with internal departments; interacting with external customers and effectively resolving customer requests/complaints; andestablishing and maintaining good working relationships.
Responsibilities
Core Responsibilities
- Provide daily, direct, active, and visible supervision of front-line employees with regard to safety practices and standards; gas operations work methods and procedures; and regulatory and compliance requirements and programs.
- Cultivate a culture of zero-harm by consistently and proactively demonstrating safety leadership and by promoting and leading safety initiatives.
- Ensures compliance with all safety; gas system; and business process work methods, procedures, policies, and requirements.
- Lead and oversee the safe and efficient execution daily fieldwork activities and ensure timely and accurate completion of all regulated/compliance work activities.
- Oversee the daily operational workload to ensure minimum resource requirements are maintained appropriately, allocated resources are fully utilized, and customer appointments are kept.
- Conduct effective daily shift briefings and reinforce good housekeeping practices for vehicles, equipment, and work areas.
- Communicating timely and accurate information effectively both during general work activities and during emergency response.
- Perform sound decision making and problem solving with regard to safety and compliance, often times during emergency situations.
- Safely and promptly respond to odor, leak, and emergency notifications. Respond to and manage incidents and emergencies, often times as the Incident Commander.
- Drive to various job site locations and customer premises to supervise work, and review or discuss job requirements.
- Perform timely, accurate, and organized management of various and important administrative activities (e.g., time sheet review and approval, time-off approvals, fieldwork paperwork review, leak sheet/template reviews, work dispatch).
- Complete paperwork timely and maintain documentation accuracy and compliance.
- Supervise workforce through coaching, counseling, and team building to ensure high quality work performance and productivity.
- Monitor workforce performance including issues relating to sickness, discipline, and poor standards of work to ensure that work is performed safely, efficiently, and effectively.
- Maintain working knowledge of safety standards; gas standards and work procedures; relevant human resource policies, and the Collective Bargaining Agreement. Manage human resources and employee labor relations issues at the operational level with assistance from the respective departments.
- Make sound decisions that positively impact the safety of the workforce and the public; business processes; the customer experience; and working relationships with internal departments and teams.
- Meet deadlines or communicate effectively and promptly when there is a delay.
- Regularly communicates openly with direct reports, fellow supervisors and field operations planner(s) on matters and activities of both general and urgent relevance interest.

Qualifications
Required Education/Experience
- Bachelor's Degree Business Management/Administration, Engineering, or related discipline and 2+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience. or
- Associate's Degree Business Management/Administration, Engineering, or related discipline and 4+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience. or
- High School Diploma/GED and 5+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience.
Relevant Work Experience
- Working knowledge of gas distribution system, operations, maintenance and/or gas construction work methods. Required
- Working knowledge of Company safety standards and programs. Required

- Working knowledge of the Gas Mobile Dispatch system, or equivalent. Preferred
- Working knowledge of the National Fuel Gas Code. Preferred
- Knowledge of Regulatory gas transmission and distribution codes and requirements. Preferred
- Knowledge of emergency response principles and/or Incident Command System (ICS). Preferred
- Lives within the O&R gas service territory (i.e., Rockland or Orange County) Preferred

Additional Physical Demands
- Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
- 5 days a week in-person for office and field work.
- Must fulfill the requirements of the Operator Qualification for the assigned area of supervision within one (1) year of accepting the position.
- Work requires off-hour on-call responsibility (Duty Supervisor) on a rotational basis providing emergency response and supervision of personnel engaged in off-hour emergency operations.
- Must fulfill the requirements of the Duty Supervisor qualification within nine (9) months of accepting the position.
- Work is conducted outside, in varied conditions and terrain including adverse weather conditions, climbing and working in areas of limited space, and in a shared office environment.
- At times, requires working long hours in response to outage situations and shift coverage requirements.
- Work requires sitting, walking, standing, stair climbing, completion of paperwork, using a telephone and computer and attending meetings.
- At times, work with computers for long periods of time during the day.
- Travel to other company divisions may be required.
- Travel to other company locations to attend training may also be required.
- Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
- This position is subject to drug and alcohol testing as required by the Department of Transportation.
