General Responsibilities |
Serves as a Designated School Official (
DSO) qualified to issue immigration documents to prospective and current international (F1) students and to utilize the federal Student and Exchange Visitor System (
SEVIS). Coordinates all aspects of the international student inquiry and application process and maintains records. Serves as the EI's primary liaison with the Primary Designated School Official (
PDSO) and works closely with the Associate Director of International and Immigrant Services to ensure college compliance with all federal,
DHS, U.S. State Department, and Maryland State laws, regulations, reporting and tracking requirements. Manage all tasks within Student Exchange Visitor Information System (
SEVIS) and issue all appropriate federal documents. Provide academic advising EI students from inquiry to placement and registration to completion. This position requires highly specific knowledge regarding the enrollment of international citizens and tremendous breadth of knowledge regarding enrollment information and the college in general. The functions of this position have significant consequences for the college and for international students due to its responsibilities in relation to federal immigration, US State Department and
SEVIS laws regulations and strict deadlines. |
Work Performed |
- Assist in all aspects of international student admissions including intake, orientation, registration, and placement testing.
- Provide admissions counseling to F-1 international students including reviewing application materials and providing clarification on appropriate documentation.
- Issue all appropriate federal documents for F1 students and other international citizens as appropriate.
- Assist students with USCIS filing of the following applications/requests: Reinstatement, Economic Hardship, Change of Status, Program Extensions.
- Manage responses to all forms of EI initial inquires as well as intent information at semester end.
- Serve as the main point of contact for the EI for inquiries, applications, and general information.
- Serve as the main EI representative for the college's DHS sanctioned Designated School Officials (DSO).
- Ensure EI with all U.S. Department of Homeland Security, U.S. State Department, and Maryland State laws, regulations, and reporting and tracking requirements related to the admission and enrollment of international students in the EI. This includes the implementation and enforcement of all related IIRAIRA, U.S. Patriot Act, and the Enhanced Border Security Act's laws and regulations, and the Student and Exchange Visitors Program and Information System (SEVP and SEVIS).
- Manage all tasks within Student Exchange Visitor Information System (SEVIS) including creation, registration, transfers, and termination/cancellation of records in compliance with regulations.
- Monitor and maintain accurate student records and files in compliance with DHS regulations.
- Assist with maintaining regular communication with the US Citizenship and Immigration Service (USCIS), NAFSA: The Association of International Educators, embassies and consulates, community agencies and, other international student admissions officers in order to keep current on legal matters, and assistance in resolving problems, and to reach out to specific populations.
- Manage reporting requirements related to international citizens and students, including federal, state, and college data collection and reports as well as reports and surveys for national organizations and associations such as Open Doors and the American Association of Community Colleges.
- Regularly inform, update, meet and consult with the Senior Director of Languages and Culture, Assistant Director of ESL and World Languages, EI Advisors, PDSO, and Admissions and Advising staff regarding all matters related to the enrollment of international citizens in EI program and courses.
- Work closely with EI colleagues, the Office of Admissions and Advising and other appropriate enrollment services and college personnel on technological implementations, enhancements and maintenance that relate to SEVIS, Ellucian's Colleague and Recruit, and the enrollment of all international citizens and records maintenance.
- Create and maintain the EI database each semester including queries for new student information and international citizen enrollment records in all formats.
- Assist in the development of appropriate EI courses and schedules each semester
- Monitor and evaluate client satisfaction through evaluation forms and interviews.
- Support overall function of the Languages and Culture unit, including participation in general registration sessions and providing evening and weekend office coverage.
- Represent the EI and Languages and Culture unit within HCC, including membership on the HCC International Education Week Committee and other relevant collaborations.
- Attend appropriate conferences, workshops, meetings, and participates in other professional development opportunities to increase and maintain skills.
- Perform other duties as assigned.

Formal Education, Courses, Training Programs and Experience:
Bachelor's degree required; Bachelor's degree plus 3 to 5 years of related experience in an admissions, advising, international student or related setting preferred. Ability to acquire, maintain, and update substantial technical information regarding immigration and
SEVIS laws and regulations, as well as college policies and procedures is required. Excellent technology skills required, including: Windows, MS Office, the Internet and web/portal applications (Content Management System strongly preferred). Prior experience with a student information system and
SEVIS strongly preferred. Excellent organizational and interpersonal skills required, including outstanding customer service skills and the ability to identify, prioritize and manage multiple tasks and competing priorities. Prior experience working with a diverse range of people, including special populations (particularly international citizens) required. Bi-lingual skills are strongly preferred. Must be a U.S. citizen or Permanent Resident.
Knowledge of Operations, Systems, and Procedures
Detailed knowledge of federal and state laws and regulations (including appropriate knowledge of the Code of Federal Regulations) and college policies and procedures regarding the enrollment of international citizens, particularly those seeking student (F-1) visas. Knowledge of and authorization to use
SEVIS, as well as student system screens related to
SEVIS. Extensive knowledge of college policies, procedures and services. Detailed knowledge of the online student system. Knowledge of federal and state privacy laws and college policies for compliance.
Specialized Publications and Resource Materials
College publications; college and office advising manuals; Code of Federal Regulations, NAFSA's Advising Manual of Federal Regulations Affecting Foreign Students and Scholars; journals, websites, listservs, and other publications related to international student enrollment and academic advising; directories of all kinds; software manuals; knowledge of passports, visas, I-94s and other immigration and travel documents. Membership in
NAFSA; membership and participation in regional and local international admissions and advising groups required. Membership in other organizations such as
NACADA strongly encouraged.
Licensing or Certification Preferred
Approval of United States Citizenship and Immigration Services (
USCIS) to serve as Designated School Official (
DSO) and to issue I-20s and other federal documents related to international students. U.S. citizenship or Lawful Permanent Residency status required.

- Ability to communicate effectively, both verbally and in writing.
- Ability to maintain strict confidentiality.
- Regular in-person attendance is a requirement of this job
