This position leads the DCS Corporation Government Property Management and oversight function with direct oversight responsibility over the DCS Property Administrators and Property Custodians at multiple company locations. The selected candidate will be responsible for a broad range of government property activities, including administrative controls, lifecycle management of government property from acquisition to disposition, including written procedures, self-assessments, receipt and issue system, physical inventory, subcontractor reviews, reports, relief of stewardship, declaration of excess, storage commingling, disposal, and property closeout.

Essential Job Functions:

Responsible for the Governance and Compliance of the Government Property. Management System.

Leads the Government Property Management function, including problem resolution and acting as liaison with operations management, contracts, procurement, and other functions.

Ensures the DCS Property Management System complies with FAR part 52.245-1, DFARS 252.245-7003-Contactor Property Management System Administration and DFARS 252.245-7005 Management and Reporting of Government Property.

Prepares internal and external reports pertaining to government property.

Maintains auditable backup data and files e.g. Self-assessment reports, physical Inventory reports, subcontractor audits, Government property disposition reports, Government property completion certificates.

Develop and deliver training to internal stakeholders on company policy and procedures for administering government property.

Develops and maintains a self-assessment program to perform periodic internal reviews and audits. Requires travel to multiple DCS locations.

Direct interface with Government agencies (including Defense Contract Management Agency) and cognizant agency Property Administrators on Government Property Audits, transfers, closeouts, inventories and other inquires for all cognizant prime and subcontracts.

Reviews vendor/subcontractor's control of government property in coordination with the Purchasing and Subcontracts Departments, and Program Management.

Provides government property guidance on all contract awards. Identify and implement process improvements to enhance compliance and efficiency.

Interfaces with other company stakeholders including Operations and Contracts to ensure accurate and timely property record keeping and reporting.

Responsible for developing and implementing solutions to problems identified within the property management system.

Demonstrates strong knowledge of government regulations pertaining to government. property and applies them in managing the company's government property program. Maintains an awareness of regulatory changes and their impact on government property in company contracts.

Maintains regular communication with each program having government property and timely investigates and reports any loss of Government property to the Contracting Office Property Administrator.

Following investigation, submits final loss report in accordance with the contract.

When appropriate, establishes case in the Procurement Integrated Enterprise Environment (PIEE) for the Plant Clearance Officer to provide disposition instructions on excess property.

Required Skills:

Due to the sensitivity of customer related requirements, US. Citizenship is required.

Bachelor's degree and 6-8 years as a Government Property Manager.

Minimum Knowledge, Skills, Abilities: Solid working knowledge of FAR part 52.245-1 and 45, DFARS part 245 and other contract clauses involving government property.

Strong Working Knowledge of PIEE and GFP Government Property Module.

Property Certification from the National Property Management Association (NPMA).

Experience in a Defense Contracting environment.

Excellent verbal and written skills.

Strong leadership skills.

Able to work independently and as part of a team in a dynamic environment and be able to multi-task and prioritize work activities.

Desired Skills:

3+ years of leadership experience as a supervisor, or manager.

Security Clearance preferred.
