Basic Function
The Turnaround / Outage Coordinator is responsible for the development and management of baseline plans for the execution of Outages / Turnarounds and assists the Turnaround Planning & Scheduling Team with information on the time and resource schedules, quantity verification during the execution of the outage, and verifying and tracking all progress and schedules. The Outage Coordinator also has the responsibility to ensure that execution forces comply with all governance, procedures, and quality control that are applicable to the jobs being completed. This role will support the Intermediates & Derivatives (I&D) section of our site.
Roles & Responsibilities
* Supports the Turnaround Planning & Scheduling teams during the development and the
* Review process of the outage execution strategy
* Develops the outage execution plan for I/D turnaround events and all other outages at the site
* Collaborates with the Reliability and Inspection teams to establish the quality control plan for the execution phase and ensure execution of the plan
* Develops the funding documents for capital funded I/D turnaround events
* Serves as the execution leader for annual events with budgets up to $15MM
* Independently drives outage jobs to completion
* Supports the development of the estimate and schedule for the execution phase of the assigned jobs, including the pre-commissioning activities.
* Supports the Project Engineering and Design Teams during the design review process of the capital jobs that will be completed during the outage
* Ensures timely procurement & inspections of tagged equipment and materials.
* Works with the Turnaround Scheduler for a labor and quantity estimate and develops an initial high-level schedule for estimate verification
* Creates a detailed Scope of Work document for the outage that is in line with the agreed upon execution plans
* Works with Turnaround Scheduler to develop the detailed schedule, including pre-commissioning and start up activities with end state in mind
* Establishes and agrees to an execution plan with service providers in line with the schedule and cost prior to starting the outage
* Ensures projects are constructed according to the planning packages and manages execution on assigned projects to ready for start-up status
* Manages day to day execution activities for assigned portfolio of small capital projects with the knowledge of established service provider contract guidelines
* Must be able to oversee several groups of service providers in the field to ensure proper work methods and compliance during turnarounds
* Reinforces the safety principles of the area and the site and ensures service providers follow the standard work practices and procedures
* Manages and reports on the execution status, progress, schedule, budget, and quantity
* Resolves execution issues as they arise
* Approval of the change management for field activities
Min. Qualifications
Education and Work Experience
* One of the below is required:
o High School diploma (or equivalent) with typically a minimum of ten years of relevant experience managing construction in an operating petrochemical, refining facility, or similar industry
o Bachelor's degree in engineering or construction management with typically a minimum of five years of relevant experience managing construction in an operating petrochemical or refining facility, or similar industry
* Prior experience and knowledge of industrial turnaround estimating, preferred
* Experience working with SAP, Primavera P6, and Microsoft Project estimating, highly preferred
* Experience in a PSM and ISO environment, preferred
Languages: English, additional language preferred
Area of Expertise, Requirements
* Knowledge of industry codes and standards
* Knowledge of the basic negotiating and contracting principals
* Must be able to read and interpret technical documents, such as:
o PI&D's, PFD's
o Blueprints and Schematics
o One-lines and Loop sheets
* Knowledge and understanding of planning and scheduling principles

* Ability to work independently with limited supervision
* Thorough understanding of all phases of Outage Execution
* Strong interpersonal and teamwork skills
* Good written and verbal communication skills
* Highly proficient in Microsoft Office Suite
