The position has single point accountability to the site Sr. Project Manager. The position will provide on-site implementation management for several projects at power generation facilities and/or CCP Project sites. The Construction Specialist will ensure the project construction phase meets and/or exceeds the project objectives of safety, regulatory compliance, scope, quality, schedule, cost, configuration management, and integration. The individual must be capable of communicating, coordinating, and leading various work groups, especially contractors, to achieve project objectives. The Construction Specialist maintains a constant field presence ensuring adherence to specifications, policies, and procedures.

Responsibilities

  • Conduct intrusive oversight of contractor activities. Monitor performance of the Contractor and the Subcontractors regarding earthwork, mechanical systems and piping, welding, electrical and instrumentation systems, etc. ensuring adherence to drawings specifications, providing oversight of Contractors' QC program and coordination of activities with existing facility. Correct all actions and conditions that present an immediate safety hazard and work with contractors to mitigate all hazardous conditions. Perform frequent field observations and walk downs to ensure project construction success and to mitigate safety/environmental risks. Participate in daily pre-job and mid shift briefs with contractor. Monitor and ensure contractor compliance with Duke Energy Safety, LOTO, NERC/CIP, FME (foreign material exclusion), and environmental policies. Ensure Environmental checklist is completed prior to start of new Project. Conduct walk downs of work areas to ensure that all hazard prevention measures are in place prior to allowing contractors to begin work. Provide immediate updates to the Project Lead on any human performance, environmental, or safety exceptions and follow up with additional details as they become available. Ensure the contractor is providing a quality product and the product is built to specifications and drawings. Monitor contractor productivity and communicate progress to Project Lead. Act as primary site contact for contractor and coordinate laydown and facilities use with the station. Ensure that Duke Energy owned equipment is inspected daily and is maintained. Ensure and validate any personnel performing work activates at the site has the required training and qualifications required by Duke Energy Standards. Provide site specific training to new contractors. Ensure that monthly trailer inspection form is completed. Perform required Erosion & Sediment Control (E&SC) inspections, when designated as the responsible party. As applicable to the site, Lead POD meetings, complete various checklists applicable to project (i.e., hard dig checklist, LOTO observation checklist, etc.). Supervise completion of equipment inspection checklist by contractor. Observe equipment and vehicle extractions. Ensure compliance and observe high-risk activities (i.e., confined space entries). Assist in coordinating water management activities with Duke-owned water treatment facilities.

  • Review project scope of works, specifications, and contracts. Participate in project planning meetings as requested. Provide input on constructability. Review the risk matrix and provide comments on risks identified and mitigation strategies. Support Project Lead in development and execution of Construction Execution Plans. (Turn-key vs small projects) Support Construction Kick-off, Pre-Outage Planning, Outage meetings, Construction and Operations Readiness Assessment meetings. Provide periodic construction progress reports to the Project Lead.

Basic Qualifications

  • High School/GED and 5 years work experience

  • Bachelors degree and minimum one year work experience in lieu of required education

Preferred Qualifications

  • Current or previous Duke Energy Intern/Co-op

  • Financial knowledge and skills including ability to analyze data

  • At least 3 years of experience in contract management

  • At least 5 years of contractor oversight/management experience in major construction work; observing the work of contractors

  • Experience reading construction specifications and drawings

  • Experience updating red line/as built drawings

  • Experience adhering to construction schedules

  • Working knowledge or overall operating fundamentals and principles of civil work, earthwork, mechanical work, construction managements, etc.

Working Conditions

  • Performs work in an outdoor environment during all seasons

  • Required to observe work in all areas of major construction which includes exposure to heat, cold, noise, dust and humidity.

  • May be required to climb ladders and stairs at various heights; enter vessels or equipment with limited access; walk, stoop, bend or squat.

  • May be required to observe work in all areas of generating facilities which are power plant, industrial environments operating 24 hours a day, 365 days a year

  • Regularly required to sit, talk, hear, use and reach with hands, arms and fingers.

  • There is potential exposure to high stress situations and requirement to be available for emergency response as required by the needs of service.

Specific Requirements

  • Must be able to read, comprehend, inspect, calculate, count, retain and make sound decisions.

  • Valid driver's license

  • Must have the ability to be respirator qualified.
