Program Manager
Location: Chantilly, VA Overview: Responsible for the performance of specific programs. These programs will be run in accordance with contract requirements, company policies, procedures, and guidelines. Develops and monitors the program(s) and the financial aspects of the program(s). Responsible for ensuring maximum contract revenue and profitability are obtained throughout the contract lifecycle with coordination of inter-departmental support. Responsible for supporting the acquisition of follow-on business associated with assigned programs, new business development efforts by leading proposals, and working closely with Capture and Business Development and/or Sales teams.This role strengthens customer relationships and enhances UNICOM Government, Inc.'s (UGI) task order operations to secure contract recompetes successfully. Primary Responsibilities:
- Set program strategy, vision, and tactical direction for program execution and provide leadership and direction to the extended UGI team to ensure consistency and profitability.
- Responsible for meeting contractual commitments including service level agreements (SLAs), financial, quality, technology, and schedule performance of the program within contractual boundaries, company expectations, and established standards using the approved business model and management tools.
- Oversees the technology development and/or application, marketing, and resource allocation within the program client base.
- Provide project and program management and leadership as well as operations, administration, contract management, subcontractor management, and resource management.
- Oversee the day-to-day operations of the program(s) including all financial forecasting and analysis work (contract execution plans, government invoicing, financial reconciliations, budget analysis, revenue projections, invoice tracking, etc.).
- Assists in the planning of the program budget for the P&L. Monitors and participates in the sales forecast with the sales and business development teams, and supervises the program support to track program profitability margins quarterly. Oversees the pricing strategy and works with sales to meet the profitability targets of the program.
- Performs all duties to meet PMI-based processes including the management of scheduled tasks, deliverables, Contract Data Requirements Lists (CDRLs), staffing, finances, subcontractors, reporting, etc.
- Works with Services Project Managers to ensure all projects are delivered within schedule, scope, and budget, and to ensure a standardized experience that meets or exceeds customer expectations and meets all contractual requirements.
- Accountable for reporting on the Program P&L to Senior Leadership within UGI. Has a voice in decisions affecting P&L but is not the final decision authority.
- Forecast Program revenue with business development and lead the interdepartmental team to deliver a profitable program. Assist account teams with the attainment of revenue goals and with the sales process, activities may include quoting, pricing, and negotiation.
- Sets budgetary guidelines and directs the performance of program task elements through internal functional partnerships.
- Communicates with senior-level customers, vendor partners, and UGI Executives to manage the contract relationship and maintain a high level of customer satisfaction.
- Develops and communicates marketing and pricing strategies and ensures sales and vendor strategies are developed and executed.
- Reviews and evaluates solicitations and proactively seek new business opportunities and negotiate and secure vendor or partnering agreements; assist Business Capture and Business Development in gathering information, formulating, writing proposals, and responding to bids.
- Attends all Gate reviews and has a vote in Bid/No Bid decisions.
- Works with Contracts to negotiate modifications, and initiate and respond to requests for contract changes, product substitutions, and technical refreshment.
- Liaises with the UGI Security Office, as it relates to customer required clearances.
- Ensures effective and timely communication within the extended UNICOM team and with the customers.
- Manages a cross-functional team of internal team members and vendor partners in a matrixed management organization.
- Provides mentorship, guidance, and training to junior members of the Program Management team.

Qualifications
Education and/or Experience:
- A Bachelor's degree or equivalent experience is required.
- Seven (7) to ten (10) years of related and progressive experience; with experience in federal or state and local project or program management is required.
- Experience in managing or implementing complex projects based on diverse technologies is also desired.
Knowledge, Skills, and Abilities:
- Strong project planning and monitoring skills; strong staff management skills; outstanding writing and presentation skills; and the ability to work with senior government executives.
- Demonstrated ability to learn and understand the business problems and processes addressed by the program.
- Must be a self-starter, detail-oriented, organized, creative and possess strong problem-solving & decision-making skills.
- Excellent written and verbal communication as well as strong customer-facing presence, diplomacy, negotiation and communication skills.
- Ability to quickly establish credibility with primary business customers, as well as technical professionals.
- Ability to expertly lead and manage diverse, decentralized teams.
- Must possess excellent business math and analysis skills.
- Proficient with Google Suite or related software.
- Must possess advanced skills in planning, strategizing, leading teams, organizing administrative business operations, and facilitating meetings effectively.
Certificates, Licenses, Registrations:
- PMI PMP or PgMP is preferred, or the ability to obtain within six (6) months of employment if required by contract.
Travel Requirements: Occasional Security Clearance:
- Must be a U.S. citizen
- Must also be able to obtain and maintain a U.S. Government agency personnel security clearance if required by the contract.
