Modern Technology Solutions, Inc. (MTSI) is seeking a Scrum Master / Agile Coach SME to provide Systems Engineering and Technical Assistance (SETA) to the United States Space Force (USSF) Space Systems Command (SSC) in support of the development and sustainment of the Space Digital Ecosystem and iNtegration (SpaceDEN). Place of work is in El Segundo, CA.

Responsibilities

As a Scrum Master / Agile Coach SME with MTSI, you will provide Systems Engineering and Technical Assistance (SETA) to the United States Space Force (USSF) Space Systems Command (SSC) in support of the development and sustainment of the Space Digital Ecosystem and iNtegration (SpaceDEN). The candidate will work in multi-level classified environments to include Special Access Program (SAP) activities. The successful candidate will possess excellent problem solving skills, initiative, strong written and verbal communication skills, and the ability to collaborate effectively with cross-functional teams.

Your essential job functions will include but may not be limited to:

  • Coordinating with Program Managers (PMs) and Government leadership to determine prioritization of development and sustainment efforts as they relate to the Risk management Framework (RMF) and Joint Security Implementation Guide (JSIG)/SAP Overlay Implementation Guide (SOIG) controls.
  • Leading the development effort of an Agile or Scrum delivery team, ensuring work is prioritized based on business value and in coordination with PMs and technical leads.
  • Liaising with stakeholders to incorporate their interests into the release plan while ensuring the team delivers on time and within budget.
  • Overseeing for the business aspects of the project, ensuring that the right product is being built in the right order, within budget, and by the deadline.
  • Acting as the primary contact for information, work prioritization, and decision-making within the Agile team.
  • Coordinating and monitoring the Scrum process from initiation through delivery, ensuring that all targets and requirements are met.
  • Promoting self-organization, removing impediments, and maintaining team productivity while ensuring flexibility to rapidly respond to changes.
  • Working in Agile/Scrum environments, supporting software development teams.
  • Exhibiting excellent communication and facilitation skills, with the ability to engage stakeholders at all levels.
  • Support customer reporting in various formats and briefed to various audiences.
  • Effectively coordinate with a geographically dispersed team.

Qualifications

  • Minimum 8 years of experience as Scrum Master or Agile coach (required) or 5 years of experience as a Scrum Master or Agile coach with a related M.S. degree.
  • Minimum 2 years of Special Access Program (SAP) experience in the last 5 years.
  • Proven experience in Applications/Frameworks (at least two of the following): JIRA, Confluence, Slack, SAFe, or Azure DevOps.
  • Experience or knowledge in the following areas: Agile software development, Agile methodologies, and software development life cycle management.
  • Proven ability to lead and work in cross-functional teams.
  • Possess strong analytic skills.
  • Possess the ability to work in a multitasking, quick-paced, dynamic environment.
  • Experienced with briefing technical data to various audiences (e.g. peers, customer, and leadership).

Experience Desired:

  • Relevant DoD and/or Industry work experience in Space Systems Command.
  • Familiarity with security procedures while working in a SCIF/SAPF environment.
  • Experience with DoD Acquisition Lifecycle experience and/or Rapid Acquisition / Rapid Delivery experience.
  • Experience with Mattermost, Jira, Jira Align, Confluence, and Outlook.
  • Understands Digital Engineering execution and strategy.

Education Requirements:

  • Bachelor degree in information technology or related technical field.
  • B.S. in STEM related specialty.
  • M.S. in STEM related specialty, Desired.
  • Certified Scrum Master (CSM) or PMI Agile Certified Practitioner (PMI-ACP) certification.
  • SAFe Scrum Master and SAFe for Teams, Desired.
  • SAFe PO/PM or SAFe Advanced Scrum Master, Desired.
  • SAFe for Government, Desired.

Clearance Requirements:

  • Active Top Secret clearance, SCI eligible.
  • SAP eligibility, experience is HIGHLY desired.
  • U.S. Citizenship is required for this position.

Location/Travel Requirements:

  • Place of work is El Segundo, CA area, remote work opportunity is limited.
  • May require travel up to 10% of time within the continental United States.

The pay range for this position in California is $140,000/year to $185,000/year; however, base pay offered may vary depending on established government contract wages, job- related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
