Network Engineer II: JOB SUMMARY Participates in or leads projects related to planning, maintaining, monitoring, configuring, diagnosing and testing the process control and automation network infrastructure including but not limited to networks, switches, servers, hosts, clients, wiring, software and related components. Implements and monitors compliance with information security and cyber-security policies and procedures to safeguard the process control and automation infrastructure. Attends coordination meetings and configures network infrastructure to support department and construction projects. Performs other duties of a similar nature as may be required. ESSENTIAL FUNCTIONS
- Administers and maintains internal process controls network infrastructure including networks (cabling, routers, switches, etc.), servers, clients, laptops, data communications, operating systems, monitoring systems, applications, utilities, UPS and other hardware and software.
- Monitors network performance to determine whether adjustments are necessary. Recommends changes to improve systems and network configurations and determines hardware or software requirements. Maintains server and content for controls network monitoring systems.
- Performs network maintenance and system upgrades including service packs, firmware upgrades, patches, hot fixes and security configurations. Configures and installs various network devices and services (e.g., routers, switches, firewalls).
- Diagnoses and determines corrections for error conditions and analyzes issues to determine if a systemic or procedural change is recommended. Performs 5-Whys, remediation plans and reports on recommendations. Implements change management procedures as needed.
- Creates and maintains comprehensive documentation as it relates to server and network topology, equipment and configuration(s).
- Configures user accounts, access rights, network routing, system interfaces and interconnections and software subsystems.
- Identifies, designs, develops, manipulates, maintains, shares, integrates and promotes technical solutions to automate or improve operational processes and tasks associated with the management of the Sewer District's network infrastructure.
- Develops, recommends and implements technical training programs for automation staff and employees collaborating on automation-related projects.
- Identify vulnerabilities and implement measures to mitigate risks. Participates in incident response to network incidents, including security breaches, system outages, and performance issues. Participates in security audits, tabletop exercise and assessments of network infrastructure.
- Performs other duties of a similar nature as may be required.

- Researches, assesses, develops and implements technology solutions, operational systems and process control system standards and practices. Administers systems and maintenance activities to minimize the risk of operational disruptions. Identifies and resolves issues involving process data collection, security, display, archiving, report generation, quality control, quality assurance and other factors.
- Monitors network performance to determine whether adjustments are necessary. Recommends changes to improve systems and network configurations and determines hardware or software requirements. Maintains server and content for controls network monitoring systems.
- Performs network maintenance and system upgrades including service packs, firmware upgrades, patches, hot fixes and security configurations. Configures and installs various network devices and services (e.g., routers, switches, firewalls).

MINIMUM JOB REQUIREMENTS EDUCATION
- Candidate must possess a bachelor's degree preferably in Computer Science, Engineering, Engineering Technology or a closely related Information Technology field.
- Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.
EXPERIENCE
- Candidate must possess three (3) years of experience in information technology or related field.
- Previous experience with VMWare management, Linux server administration, web page maintenance, firmware upgrades and scripting preferred.
OTHER REQUIREMENTS LICENSURE AND CERTIFICATIONS
- Candidate must possess a valid driver's license with a driving record in accordance with the Sewer District's acceptable guidelines.
KNOWLEDGE, SKILLS AND ABILITIES
- Candidate must possess knowledge of Cisco Products.
- Knowledge of Rockwell Automation control platform, Active Directory maintenance, Remote Desktop client administration and client licensing is preferred.
- Candidate must possess knowledge in industrial network protocols, network architecture, servers, switches, routers, firewalls, remote access, wireless networks, databases, human-machine interface devices, backup power systems, cabling, documentation, procedures, related equipment and software; network concepts, including DNS, DHCP, VPN, TCP/IP; port configuration, link aggregation, spanning tree optimization, Resilient Ethernet Protocol and performance tuning.
- Candidate must possess skills in network infrastructure and maintaining Windows-based servers and clients including developing and executing major software upgrades and installations.
- Candidate must possess effective written and verbal communication, organizational skills and decision-making abilities.
- Candidate must possess ability to manage projects, meet deadlines and tackle emergencies and difficult situations.
- Candidate must possess negotiation, conflict resolution and problem-solving skills to address issues and opportunities for improvement.
- Candidate must possess the ability to effectively plan, coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources.
PHYSICAL AND MENTAL REQUIREMENTS During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interact, interpret, negotiate, possess numerical intelligence, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed, such as balancing, bending, climbing, crawling, crouching, driving, feeling, kneeling/squatting, reaching, sitting, standing, talking, typing and walking. Repetitive movements will need to be performed such as simple grasping and power grasping with both hands. Ability to push, pull and lift from floor to waist, waist to shoulder or floor to shoulder up to 60 lbs. on an occasional basis may be necessary. Lifting over 40 lbs. should be completed with assistance. Position will require visual demands of accommodation, color vision, depth perception, far acuity and near acuity. Ability to withstand extremely loud noise exposure for fifteen minutes or longer on an infrequent basis is required. Exposure to environmental conditions such as respiratory hazards, extreme cold/heat (non-weather related), outdoor work, vibrations, wet/humid conditions, work around large machinery, work at heights and work inside confined spaces is encountered in this position. Pay Range: USD, Commensurate with Experience:
- Network Engineer II: $72,700 - $90,875
- Network Engineer III: $80,606 - $100,758
