Summary

To address the non-emergency needs of citizens who frequently utilize emergency services. To work directly with citizens who need assistance across various social services.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Conduct comprehensive social work assessments to evaluate the needs of individuals contacting emergency services for non-emergency issues.

  • Develop and implement intervention plans that address immediate social service needs and reduce unnecessary emergency calls.

  • Evaluate behavioral health care needs by interviewing and analyzing a person's situation to determine the specific needs for individuals and families in crisis.

  • Assist in case management for individuals, families and others related to mental health services.

  • Identify and discuss strategies with family members and service providers.

  • Provide short-term counseling and crisis intervention as needed.

  • Coordinate with local social services, healthcare providers, and community resources to facilitate appropriate referrals and support for individuals.

  • Develop tailored intervention strategies for frequent users or emergency services.

  • Establish and maintain relationships with service providers and community groups involved in assisting persons with mental health issues.

  • Assist individuals referred by other City departments.

  • Educate City personnel on recognizing social service needs during routine visits/calls.

  • Maintain thorough documentation of all cases handled, interventions provided, and outcomes achieved.

  • Work autonomously and in conjunction with Dallas County social services employees.

  • Serve on applicable committees and attend meetings.

Minimum Qualifications

  • Master's degree in social work, counseling, psychology or related field

  • Licensed as a Licensed Clinical Social Worker (LCSW) in the State of Texas by the Behavioral Health Executive Council (BHEC)

  • Must have current Heartsaver CPR completion card from one of the following within 60 days of hire: American Heart Association, American Red Cross, or Military Training Network.

  • Must have Satori Alternatives for Managing Aggression (SAMA) certification, level 1-4, required within 30 days of hire.

  • 5 years of related work experience

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • 5 - 7 years related experience

Knowledge, Skills & Abilities:

  • Proficient in communicating effectively with diverse populations and on varying levels, including patients, departmental personnel, and community agencies, both orally and in writing.

  • Strong knowledge of community and mental health resources and the ability to navigate complex social services network including Medicare, Medicaid, and Social Security.

  • Excellent interpersonal and counseling skills, with the ability to perform under stressful situations.

  • Demonstrated ability to maintain professional behavior and adhere to ethical standards.

  • Strong knowledge of laws and regulations related to mental health services.

  • Skills in problem solving and resolution.

  • Ability to keep complete, timely, and accurate records.

  • Ability to multi-task

  • Ability to gather, analyze and organize information.

  • Ability to form and maintain effective working relationships.

  • Skill in Microsoft Office Applications including Word, Excel and Outlook

Licenses and Certifications

  • Texas Licensed Clinical Social Worker

  • Valid Class C Texas driver's license

Physical Requirements / Work Environment

The incumbent primarily works in an office environment but may require visits to various community locations. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
