HJF is seeking a Program Manager II to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives. Typically oversees moderately complex scope of work.

This position will be in support of Suicide Care, Prevention, and Research Initiative (SCPRI) at USU in support of the Department of Medical and Clinical Psychology in Bethesda, MD.

This is a part time position normally scheduled for up to 25 hours per week.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

  • Serve as main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, organizational leadership and project management teams). Establish and maintain effective working relationships on matters of mutual interest. Track and report on progress and outcomes.
  • Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate.
  • Supervise, advise and guide technical and support staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.
  • Assists with the preparation of technical scientific reports, IRB protocols, and other research-related documentation, as assigned; makes submissions of manuscripts, on behalf of the program, to scholarly journals and assists with formatting manuscripts to the specifications of the journal as needed
  • Support and participate in planning, creation and submission of proposals and agreements as requested.
  • Identifies steps and procedures to maximize the efficiency of the research program.
  • Maintains overall program budget, shares monthly financial information with the Director, and problem- solves financial-related matters in coordination with the Department Program Manager and the Henry M. Jackson Foundation Grants Administrator
  • Provides support for the program's Institutional Review Board (IRB) Navigator, performs periodic audits of the regulatory binders as well as research records, meets with IRB auditors, and ensures timely compliance with regulatory board requirements
  • Performs other program-related duties, as assigned. Please note that the omission of specific duties here does not preclude the Director from assigning duties that are logically related to the position.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Qualifications

Education and Experience

  • Bachelor's degree required; Master's degree preferred. Business Administration or Life Sciences field of study preferred.
  • Minimum of 6-8 years experience required.

Licenses and Certifications

  • Project Management Professional (PMP) preferred.

Required Knowledge, Skills and Abilities

  • Familiarity with knowledge of federal budget processes and fundamental principles of project management.
  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
  • Program management; supervisory skills; grants administration; research implementation

  • Prior experiences in the life sciences research strongly preferred.
  • Ability to obtain and maintain a T1 Public Trust.

Work Environment

  • This position will take place primarily in a office setting.

Compensation

  • The hourly pay range for this position is $35.48-$52.21. Actual hourly pay will be determined based on experience, education, etc.
