We are seeking a qualifiedProgram/Project Manager II position in the Virginia Beach, VA, Austin, TX, or San Diego, CA areas. Other geographic locations are possible.

Position Description:

The Program/Project Manager II position provides management to the overall team and supports the technical and training leads who are providing training to U.S. Navy Sailors on the Tactical Tomahawk Weapon Control System which is a vital weapon contributing to our nation's defense. This effort supports the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) which is part of the larger Naval Sea Systems Command. The NSWC PHD mission is to provide research, development, test and evaluation, and in-service engineering and logistics support to the United States Navy (USN), other military services, and government agencies. Its focus areas include combat systems, unmanned systems, surface ship systems, and information system.

Work location and telework: Work location is Virginia Beach, VA, Austin, TX, or San Diego, CA areas. Other geographic locations are possible. Work from home may be possible when not required to be onsite or on travel.

Responsibilities and Duties:

  • Program Managers are concerned with the overall planning, direction and success of major programs, systems development efforts, and research or technology initiatives which have great significance to the activity's and agency's needs.
  • Programs are typically large, multi-year efforts divided into several sub-programs/tasks. Program Managers are also responsible for the overall program definition, organization, and direction of short and long range plans.
  • This includes the responsibility for formulating, guiding, and directing the technical approach; and defining and negotiation with activity and agency personnel for necessary resources. Establishment and control of technical milestones, schedules, budgets and costs are also essential tasks for the Program Manager.

Required Qualifications and Skills:

  • Clearance: SECRET
  • Education: Baccalaureate degree from an accredited college or university.
  • Experience: Ten (10) years of relevant experience demonstrating the management of a technical program in support of Weapon System sustainment and/or development.
  • Three (3) years of program/project management experience involving the management of development programs and/or the production of technical documentation and training materials. The program/project management experience may run concurrently with the ten (10) years of Weapon System sustainment and/or development management.

Desired Qualifications and Skills:

  • Demonstrated management experience within an Integrated Product Team environment, coordinating with logistics and training end user agencies.
  • Demonstrated experience in program plans and schedules that are derived from an integrated master schedule.
  • Demonstrated experience in identifying technical and programmatic risk areas and in developing and implementing risk mitigation plans.
  • Demonstrated experience in budget forecasting and execution.
  • Demonstrated experience with commercial software products for production of technical manuals and training materials.
  • Demonstrated experience with MS Project and MS Excel.
  • Demonstrated experience managing products for Navy Combat Weapons Systems.

Travel Requirements:

  • Limited travel to the continental United States (primarily east and west coasts)
  • Limited / Occasional overseas travel
