Environmental Compliance Supervisor

Summary

Under general supervision, the Environmental Compliance Supervisor coordinates and supervises Environmental Compliance Division programs. This position is responsible for performing the most difficult and/or complex investigations and overseeing enforcement actions of environmental laws, ordinances, rules, and regulations within the Department. Previous experience in environmental-related programs is essential.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Coordinates and supervises staff, assigns and reviews work, and acts in the absence of the Director.

  • Monitors and coordinates training for staff, who will maintain professional credentials, enhance specialized knowledge, and keep staff current on new processes and procedures.

  • Conducts training for new employees and staff as needed.

  • Perform compliance inspections for industrial/commercial facilities to verify compliance with city ordinances.

  • Develops and facilitates training programs for regulated facilities to achieve compliance with city ordinances and TCEQ NPDES permits and for the public on areas of interest, such as pollution prevention or encampment prevention.

  • Makes recommendations to the Director on revisions of city ordinances.

  • Coordinates and supervises work activity, as required, with federal, state, or other local agencies.

  • Conducts and supervises enforcement actions against regulated facilities, prepares documentation and affidavits, and represents the city in court cases and hearings when necessary.

  • Participates in city meetings and council meetings in the absence of the Director.

  • Leads and oversees homeless encampment removals in the absence of the Director.

  • Participates in various councils, associations, and other professional organizations as appropriate.

  • Respond to on-call emergencies, including but not limited to illicit discharges and hazardous spills.

  • Performs inspections of permitted facilities for compliance with federal, state, and/or local regulations.

  • Inspects and investigates illicit connections to Garland's MS4 system and illicit discharges to watercourses within Garland.

  • Performs Dry and Wet Weather Screening activities to ascertain levels of environmental materials or contamination present.

  • Supervises, responds to and investigates complaints related to stormwater violations and homeless encampment complaints.

  • Interprets environmental laws and regulations for contractors, public and private officials, and the general public and presents them to various interest groups.

  • Conducts and supervises special projects as identified by the Director.

  • Regular and consistent attendance for the assigned work schedule is essential.

Minimum Qualifications:

  • At least three (3) years of environmental science-related field compliance experience, with demonstrated leadership capabilities.

Knowledge, Skills, & Abilities

  • Knowledge of principles and practices of supervision and training.

  • Understanding of biology, chemistry, microbiology, environmental science, and ecology.

  • Principles and methods of conducting inspections and investigations; federal, state, and local regulations governing environmental quality and stormwater Knowledge of best management practices as established by the Environmental Protection Agency (EPA).

  • Strong verbal and written communication skills, with the ability to handle difficult situations professionally.

  • Ability to assess issues, resolve problems efficiently, and make decisions aligned with city and department policies.

  • Capability to interpret technical information and effectively present findings both verbally and in written reports.

  • Proficiency in performing established testing procedures for water sample analysis and operating relevant sampling and testing equipment.

Education/Experience:

  • Bachelor's degree, including 30 semester hours in any combination of courses in the following fields: environmental science (preferred), biological sciences, microbiology, chemistry, physical sciences, environmental engineering, or related fields. Additional coursework in communication skills is highly desirable.

Licenses and Certifications

  • A Texas Class C driver's license

  • Registered Environmental Health Specialist (REHS) certification through the National Environmental Health Association

  • Registered Sanitarian (RS) through the Texas Department of Licensing and Regulations.

  • Stormwater Manager certification or ability to obtain within 6 months of hire.

Physical Requirements / Work Environment:

  • Must possess mobility to work in a standard office setting and use standard office equipment, including a computer.

  • Must possess mobility to work in the field, including traversing uneven terrain, operating a motor vehicle, working with tools and equipment, and visiting various City sites.

  • Vision to inspect assigned facilities, read printed materials, and a computer screen.

  • Hearing and speech to communicate in person, before groups, and over the telephone.

  • The job involves fieldwork requiring frequent walking and conducting inspections to identify problems or hazards.

  • Positions in this classification include bending, stooping, kneeling, reaching, pushing, and pulling, obtaining samples, and setting up equipment.

  • Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 35 pounds

  • Employees partly work in the office and partly in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, mechanical and/or electrical hazards, and hazardous physical substances and fumes.

  • Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.
