DESCRIPTION OF WORK

As a County Intellectual Disabilities Program Specialist 1, your work is centered around: Quality Management (QM)
- Maintaining QM certification status
- Assisting IDD Director (Intellectual Disabilities Program Specialist 2) in the creation of the QM plan and annual review/updates
- Tracking QM data as well as developing and reporting out on quarterly monitoring to stakeholders
Incident Management (IM)/Risk Management (RM)
- Reviewing and approving incident reports in the Enterprise Incident Management (EIM) system
- Analyzing incident management data and developing, at least quarterly, Administrative Entity (AE) report to meet ODP's reporting requirement
- Coordinating and providing technical assistance with providers in regard to actions or lack of actions within the Incident Management process and entering of incidents within the EIM system
- Reporting trends to Risk Management stakeholders, including but not limited to IDD Director, ODP staff, the Agency Administrator, and providers
- Utilizing data and information from EIM, the Home and Community Services Information System (HCSIS), and other monitoring activities outside of HCSIS, to identify trends, strengths, and areas of concern or challenges for review, and making recommendations to the IDD Director
- Maintaining ODP Certified Investigator (CI) status and performing Certified Investigations on behalf of the AE
- Coordinating and overseeing Certified Investigations performed by contracted agencies when required
- Reviewing and developing reports of AE CI activities, including quarterly reports of delegated function of CI for the AE
- Holding quarterly C/E Peer Review meetings with providers
- Overseeing and coordinating of the Healthrisk Screening Tool (HRST)
- Performing the Provider Risk Screening process annually and reporting out at quarterly meetings
- Coordinating and holding quarterly Human Rights Committee (HRC) meetings which involve the quarterly reviews of Restrictive Behavior Plans and individual's having reoccurring incidents within the quarter. This meeting also includes the quarterly reporting of QM goals, IM/RM data reporting, and provider information.
IM4Q
- Performing sampling duties and tracking Independent Monitoring for Quality (IM4Q) activities
- Coordinating with the IM4Q contracted entity as well as with SCOs
- Reviewing and approving Consideration action items
- Participating in quarterly regional meetings
Community Outreach
- Holding annual and bi-annual Family Collaborative meetings
- Developing a quarterly newsletter
- Planning and coordinating activities for Abilities Month
Additional responsibilities include:
- Developing policies and procedures in accordance with the Office of Developmental Program's Bulletins, Announcements and Operating Agreement in coordination with the fiscal and IS department, as well as with SCOs as appropriate
- Training the Supports Coordination Organization regarding new and revised policies and procedures
- Monitoring and overseeing the process of Individual Support Plan development in HCSIS including time lines, reporting requirements, reviewing and approving plans, calculating individual budgets, and authorizing and reviewing utilization of services
- Assisting providers with claims resolution or billing issues
- Participating in the Office of Developmental Program's Academies and the implementation of all information provided
Work Schedule and Additional Information:
- Full-time employment
- Work schedules are 8:00 AM to 3:30 PM, Monday - Friday, 7:00 AM to 4:15 PM, Monday -Thursday, or 7:00 AM to 4:15 PM, Tuesday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Ridgway.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Two years of professional experience in the field of intellectual disabilities, and a bachelor's degree; or
- An equivalent combination of experience and training.

- Hiring preference for this vacancy may be given to candidates who live within Elk or Cameron Counties. If no eligible candidates who live within Elk or Cameron Counties apply for this position, candidates who reside in other counties may be considered.
- You must be able to perform essential job functions.

- This position falls under the provisions of the Child Protective Services Law.
