SUMMARY OF DUTIES:

This position is for the major capital improvement projects included in the Frederick Douglass Tunnel (FDT) (B&P Tunnel Replacement) Program that will modernize and transform a four-mile section of the Northeast Corridor. It includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.

Under the direction of the Senior Director, Package B - FDT, the Director of Capital Construction, will plan and work across all dimensions, will use advance knowledge of project management processes and controls to accomplish project objectives, and will be accountable for FDT Program outcomes.

The Director will oversee a multi-disciplinary team of design, program and construction management personnel to ensure the work stays within the approved scope, schedule, and budget, and will be responsible for ensuring that adequate and timely support is obtained from other functions. The Director will be responsible to coordinate all Force Account and Package B work activities, track and power outages with various Amtrak departments, including Transportation, Track, ET, and C&S. The Director will be responsible for coordination with Amtrak departments for commissioning of infrastructure assets within the assigned scope of Package B.

This position may also include coordination and collaboration with the Federal Railroad Administration, state partners, and other stakeholders, as necessary, and will require regular metric-based reporting to Senior Staff.

Project Risk: Project / Portfolio (Approx. High/Mega approx. $500M/5yr+ Program)

ESSENTIAL FUNCTIONS:

Project directors are accountable for project outcomes. They are consulted across project activities and provide approval for project decisions. They should consult with their manager (Senior Program Director or AVP of program) on any major decision points likely to impact project outcomes.



  • Develops and implements project plans, schedules and budgets consistent with operational and stakeholders needs.
  • Manages and monitors project cost and schedules, report progress. Maintain, adjust and update project plans, as needed. Consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders.
  • Monitors the procurement status of all material and ensures adequate procedures in place to maintain / inventory material until installation.
  • Coordinates proper handover of any Amtrak-purchased material to be installed by contractor(s).
  • Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.
  • Identify, document and leads the evaluation of changes based on cost, schedule, risk and scope impacts. Ensure appropriate packet of relevant information to support appropriate project change and change control request decision processes.
  • Work with senior leaders to contribute relevant data to support annual planning activities.
  • Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
  • Maintains a teamwork environment within all peers. Attends and participates in professional group meetings stays abreast of new trends and innovations in the field of project management.

MINIMUM QUALIFICATIONS:



  • Bachelor's degree with a minimum of 11 years or more of relevant work experience or any equivalent combination of education and experience.
  • Experience leading the development and/or delivery of heavy civil, infrastructure or transit projects.
  • Extensive railroad industry experience or relevant experience (e.g./ construction and field production methods, operations and procedures) sufficient to plan and direct activities.
  • Knowledge of Amtrak policies, RWP, AMT2, and MW1000 sufficient to ensure compliance Knowledge of railroad operations and Amtrak divisional operating process and procedures related to CETC and track usage
  • Knowledge of NORAC operating rules, applicable FRA rules and regulations, OSHA requirements and other federal, state, and local regulations and standards.
  • Mastery level program management practitioner with practitioner with strong focus on collaboration, team building, and customer service.
  • Proficiency with federal competitive procurement processes and regulations
  • Highly motivated and self-directed
  • Strong analytical and creative problem-solving skills, with strong focus on collaboration, team building, and customer service
  • Excellent listening, interpersonal, written, and oral communication skills.
  • Ability to work independently, effectively prioritize and execute tasks while under pressure.

  • Proficiency in Microsoft Office Suite (Word, Excel, Visio, PowerPoint, MS Project).

PREFERRED QUALIFICATIONS:



  • Construction Manager At-Risk (CMAR) or other alternative delivery contracting experience
  • Infrastructure construction program management
  • Experience managing programs in the transportation industry environment
  • Supervisory experience on railroad track / systems inspection, maintenance and construction
  • PMP Certification in good standing Preferred

  • Office building environment.
  • Work in cubicle setting; stand, sit, bend, twist, use file drawers.
  • Sit at computer to complete assignments, projects, and majority of tasks.
  • Drive to project sites as necessary.
  • Ability to work under pressure.
  • Occasional travel as needed.



COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $163,000-$211,140. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
