Pay Range:

$93,090 - $113,988 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We are looking for a Property Administration Specialist to perform oversight, training, and guidance for the cradle-to-grave management of government accountable assets to the Laboratory's Associate Directorate Property Representatives (ADPRs), Property Center Representatives (PCRs), and Property Custodians. This position is in the Asset Management Department within the Business Directorate.

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week depending upon the business need.

You will

  • Provide guidance and training on asset management controls and property inventory requirements.
  • Routinely generate reports and analyze data to monitor performance and oversee processes.
  • Solve problems and analyze various factors to develop solutions, including understanding interdependent institutional requirements governing assets.
  • Research and interpret policies and procedures to respond to inquiries related to asset management operational requirements.
  • Provide oversight and guidance to programmatic customers regarding assets provided to offsite vendors and collaborators; analyze, interpret, and provide direction on property reconciliation and disposition at the end of contract terms.
  • Participate with team members in researching and tagging assets located within the site.
  • Support cradle-to-grave traceability of property, including identifying assets, reconciling asset values, and applying naming conventions. Coordinate with peers, program staff, and field personnel on the movement and relocation of assets both internal and external to the site.
  • Assume a primary role in providing technical support and assistance to customers by addressing IT-related concerns and resolving issues related to property scanners.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. Citizenship.
  • Bachelor's degree in business or a related field, or an equivalent combination of education and related experience.
  • Knowledge of and experience in managing government material and/or property, or comparable material management concepts, including applying business practices, regulatory requirements, techniques, standards, processes, and systems.
  • Experience with researching inquiries and regulatory requirements, interpreting and applying policies and procedures, and providing responses to requestors.
  • Ability to work independently and collaboratively toward common goals and objectives.
  • Experience in using personal computers and software applications, such as Microsoft 365 and various databases.
  • Demonstrated verbal and written communication skills, with experience interacting considerately and effectively with a diverse group of personalities and disciplines at various levels.

Qualifications We Desire

  • Experience with Government Personal Property Policies and Regulations.
  • Experience with enterprise-wide asset management systems and business systems, such as Sunflower Assets (SFA), Laboratory Integrated Network for Contracts and Supply (LINCS), FileMaker Pro and ShipIt.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.

Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
