Location: Oak Ridge, TN What You'll Do
Coordinates the planning, scheduling, monitoring, configuration control, analysis, and reporting on multiplescopes of varying size, complexity, and level of risk. Provides project manager with tools to ensure projects are on track, withinbudget and within compliance of requirements. Plans, develops, monitors, and controls project scope, cost, and scheduleintegration. Provides the tools and systems necessary to effectively and proactively manage, control, and report on cost andschedule for concurrent projects throughout the organization. Services include developing cost, schedule, and risk plans bycollecting performance data, tracking data, analyzing, developing forecast of estimate to complete, and reporting. Identifies andtracks all changes or potential changes to the project scope, ensuring estimates of cost changes and schedule impact are givenvisibility with the client and project management. Integrates cost and schedule data and reporting with the company's accountingand management information systems to facilitate meeting company performance and financial goals. Additional services includechange control management and critical path method network analysis. Supports the Project Controls Manager in leading and managing the project controls group for compliant projects. Provides technical direction for the baseline development, cost engineering, controls, scheduling, analysis, and reporting for capital and expense project execution. Supports the incorporation and execution of Project Control processes in compliance with EIA-748 Earned Value Management System Standard. Ensures that performance baselines are maintained in configuration control through the use of approved change control procedures. Ensures cost trends and schedule impacts are identified for management attention and recommends corrective action. Coordinates, reviews, and/or approves budgets, cost estimates, and schedules. Analyzes project performance and recommends corrective action or recovery plans when required. Ensures that adequate funding is available for project scope execution, monitors estimates at completion, and resolves potential funding issues. Ensures the principles of the Integrated Safety Management system and Integrated Safeguards and Security Management are used for all activities. Interfaces routinely with NNSA, DOE, external review teams, senior management, and project management. Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
