Basic Function:

This position manages the LYB La Porte (LPO) Capital Projects department that develops and executes capital projects through all assigned phases. In addition to full project delivery at the La Porte, Texas complex, this position is responsible for discipline engineering activities in support of capital projects at the Bayport, La Porte and Channelview manufacturing sites.This position will work closely with the site leadership team including operations, technical, reliability, and maintenance personnel to develop, prioritize, and execute the site capital long range plan. The position is responsible for project scope definition, engineering and design, construction, and management of cost and schedule to meet established project objectives for quality, schedule, cost, safety, and environmental.

Roles & Responsibilities

  • Manage department consisting of LYB employees and contract project management, design, and construction personnel.
  • Co-manage 70-100 resident construction contractors and 50-100 non-resident contractors shared with the LYB La Porte POTBA site.
  • Employ the company's phase gate Project Management Process in execution of 40-60 small capital projects with individual TIC up to $10MM.
  • Facilitate long range planning with site: engage site leadership on strategic objectives, perform quality review of project initiation forms, obtain estimates from Regional Project Controls group, and manage changes through the budget cycle.
  • Provide site leadership routine updates on capital project execution including HSE, cost, and schedule performance.
  • Perform and document phase gate reviews for all projects; ensure adherence to project management process.
  • Execute projects consistent with approved project objectives and assume accountability for overall HSE, cost, and schedule performance during development, execution, commissioning and startup of projects.
  • Participate on the site leadership team and support site initiatives.

Min. Qualifications

  • Bachelor of Science degree in engineering with a minimum of 10 years of work experience in the refining/petrochemical/chemical industry is required.
  • Experience managing a portfolio of small to mid-size Capital Projects in an operating chemical plant.
  • Familiarity with applicable engineering codes/standards and their application.
  • Working knowledge of equipment procurement and construction.
  • The successful candidate shall have developed strong estimating skills and will have worked with contractors, vendors and purchasing to accomplish the work scope.
  • Working knowledge of SAP as well as the Management of Change process.
  • Strong teamwork, results orientation and organizational skills are a must.
  • Must have excellent communication skills, demonstrated problem solving and decision-making skills
